Regulations on Moral Misconducts Against Faculty of Shanghai University of Sport (Trial)

No.37 Statement issued by Party Branch of Shanghai University of Sport (2020)

Chapter I General Provisions

Article 1 To further strengthen the construction of teachers' ethics in schools, to regulate the professional conduct of teachers, to implement the fundamental task of establishing moral education, and to strive to build a team of teachers with ideals and beliefs, moral sentiments, solid knowledge and a loving heart, according to the Code of Professional Ethics for Teachers of Higher Education (No. 11, issued by MOE of PRC and MOHRSS in 2011), the Opinions of the Ministry of Education on Establishing a Long-term Mechanism for Building Teacher Ethics in Colleges and Universities (JS [2014] No. 10), the Ten Guidelines on Professional Conduct of Teachers in Higher Education in the New Era (Teaching Personnel [2018] No. 16), the Ten Guidelines on Professional Conducts of Teachers in Higher Education in Shanghai in the New Era (MOE of PRC and MOHRSS [2020] No. 9), the Guidelines of the Ministry of Education on Handling Teachers' Moral Misconduct of in Higher Education (JS [2018] No. 17) and the Guidelines on Handling Teachers' Moral Misconduct in Higher Education in Shanghai (SEC and MOHRSS [2020] No. 14) and other relevant regulations, these measures are formulated in accordance with the actual situation of the university.

Article 2 The Measures applicable to faculty, postdoctoral staff at station, visiting scholars and teachers in further training, as well as those who are engaged in teaching, research and other related work in the name of the Shanghai University of Sport.

Article 3 The University's Teachers' Ideological and Political Work Committee are responsible for the investigation and treatment of faculty's moral misconducts. It has an office (located in the Office of Faculty Affairs of the CPC Party Committee) responsible for receiving reports of faculty's moral misconducts and other specific work.

Article 4 Each secondary unit is responsible for the daily education and supervision of teachers' ethics, preventing and investigating the risks of faculty's moral misconducts, and promptly investigating and informing the found faculty's moral misconducts.

Chapter II List of Faculty's Moral Misconducts

Article 5 Teachers must consciously strengthen their moral training, strictly abide by the code of teachers' ethics, be strict with themselves, set an example for others, combine teaching and education with self-cultivation, and adhere to the principles of morality in self-cultivation, morality in learning, morality in teaching, and morality in education. If there are faculty's moral misconducts, the teachers shall take the related responsibility.

Article 6 Teachers who fall under any of the following circumstances shall be regarded as committing faculty's moral misconducts:

(I) Have words or deeds that undermine the authority of the CPC Central Committee or run counter to the Party's line, principles and policies in educational activities or on other occasions;

(II) Have behaviors that violate the Constitution and laws, harm the interests of the state and the people or the public interest, endanger national security, social security or the safety of teachers and students, reveal state secrets, or violate social order and morals;

(III) Disseminate false information, undesirable information, illegal information, disseminate religious beliefs and illegal publications, disseminate cults and terrorism, preach feudal superstition, etc. through classes, forums, lectures, periodicals, magazines, information networks and other channels;

(IV) Violate teaching discipline and teach perfunctorily; take secondary jobs that interfere with the teaching profession without the written consent of the university; long-term absence from school, absenteeism or absence from work without the permission of the school;

(V) Require students to engage in matters that are irrelevant to teaching, scientific research, social services, etc.; insult, discriminate, threaten or retaliate against students, etc;

(VI) Remain any improper relationship with students, or conduct any form of indecency and sexual harassment against students;

(VII) Plagiarism, falsification and misappropriation of other people's academic results, or misuse of academic resources and influence, as well as irregular use of research funds;

(VIII) Favoritism and falsification in admissions, examinations, Recommending the Excellent, postgraduate recommendation, employment, performance assessment, recruitment, title evaluation, merit awards and other work;

(IX) Ask for and accept venal belongings from students and parents, participate in banquets, travel, entertainment and leisure activities paid by students and parents, or take advantages of the resources of students and parents for personal gains; travel with public funds in the name of meetings, research, training, etc;

(X) Take advantages of the teacher's identity or position power or use the university name, university emblem, patents, places and other resources without authorization to seek personal gains;


(XI) Other actions that violate the professional ethics of university teachers, damage the reputation of the teaching profession, or undermine the legitimate rights and interests of students and the university.

Article 7 Each secondary unit shall promptly accept the case and carry out preliminary verification if they find any faculty's moral misconducts or receive relevant reporting materials. After preliminary verification, it is thought that it may constitute faculty's moral misconducts, a preliminary verification report shall be prepared within seven working days, which shall be approved by the Party-government joint meeting of the unit concerned and submitted to the Office of Faculty Affairs of the CPC Party Committee.

Article 8 Each secondary unit may not accept the following reports:

(I) Failure to provide written materials;

(II) Without concrete facts or basis;

(III) Repeated report without updated evidences after being investigated and had a clear conclusion.

(IV) Failure to meet the boundary of teacher's moral conducts.

Article 9 The Office of Faculty Affairs shall designate a person or commission a relevant department to investigate reports handled by the Committee on the Ideological and Political Work for Teachers of the University. An investigation team of three persons or more carry out the investigation, and at least one member of the investigation team is a member of the Ideological and Political Work Committee of the University.

Article 10 faculty's moral misconducts shall be subject to the classification-based investigation. Where ideology is involved, the Office of CPC Publicity shall take the lead; where violations of academic ethics are involved, the Office of Research Affairs shall take the lead; where teaching affairs are involved, the Office of Academic Affairs or the Office of Postgraduate Affairs shall take the lead; where the teacher-student relationship is involved, the Provost Office, Office of Student Affairs and Office of Academic Affairs shall take the lead.

Article 11 In the course of investigation, the teacher's statement and defense should be fully heard. The teacher should cooperate with the investigation, give a truthful account of the situation and provide relevant evidence, and not conceal or provide false information.

Article 12 None of the parties shall disclose the relevant contents of the investigation. All personnel involved in the investigation and handling shall keep confidential any information related to the investigation and handling. The University's Ideological and Political Affairs


And secondary units should take appropriate measures to protect the informant, the person being reported and witnesses. In case of any breach of confidentiality discipline and adverse effects, the relevant personnel shall bear corresponding responsibilities.

Article 13 Investigators who fall under any of the following circumstances shall withdraw:

(I) Investigators who have a marital relationship, a direct blood relationship, a collateral blood relationship within three generations or a close affinity with the informant or the person being reported.

(II) Have an interest in the outcome of the investigation;

(III) Have other relations with the informant or the person being reported, which may affect the impartial handling of the case.

Article 14 The investigation team shall complete the investigation within 15 working days and complete a written investigation report. If the report is more complex, the investigation time may be extended by the Committee on the Ideological and Political Work for Teachers of the University, but the extension period shall not exceed 15 working days.

Article 15 The investigation report shall include the main points of the reported teacher's moral misconduct, the investigation content, the investigation process, the main facts, the main evidence, the conclusion of the investigation and suggestions, as well as a full record of the investigation process and other supporting materials. The investigation report shall be signed by all members of the investigation team and submitted to the Office of Faculty Affairs.

The Office of Faculty Affairs shall submit the proposal to the Committee on the Ideological and Political Work for Teachers of the University for review and then submit it to the Standing Committee of the Party Committee of the University or the President Office Meeting for approval, as appropriate. The decision will be provided to the Office of Human Resources and placed in the teacher's personnel file, with a copy to the relevant department.

Article 16 Teachers who have faculty's moral misconducts shall be treated and punished in accordance with the severity of the circumstances:

(I) Where the circumstances are relatively minor, the teacher shall be criticized and educated, given admonishing conversation, ordered to correct, given notice criticism, and disqualified in awards and honors, promotion, professional title evaluation, job hiring, salary promotion, cadre election, application for talent plans and scientific research projects, and other affairs. Those who serve as postgraduate supervisors shall be subject to treatments including limitation on postgraduate enrollments, suspension of enrollment qualification and cancellation of supervisor qualification. The execution period of the above disqualification shall not be less than 24 months.

(II) Where the circumstances are relatively serious and the teacher shall be punished, administrative sanction shall be given in accordance with the Provisional Provisions on Discipline for Staff of Public Institutions (Decree No. 18 by Ministry of Human Resources and Social Security of the People's Republic of China (MOHRSS) and Ministry of Supervision), including warning, recording of demerit, demotion or dismissal. The period of demerit recording is 12 months and the period of demotion is 24 months. If the employment contract needs to be terminated, it shall be handled in accordance with the relevant provisions of the Regulations on Personnel Management of Public Institutions (Decree No. 652 by the State Council).

(III) Where the circumstances are serious and the effects are abominable, a report shall be submitted to the competent education department for revoking the teacher's qualifications in accordance with the Regulations on the Qualifications of Teachers (Decree No. 188 by the State Council). Teachers suspected of violating laws and committing crimes shall be promptly transferred to the judicial organ for handling in accordance with the law.

(IV) For teachers who commit serious violations against students, such as abuse, indecent assault or sexual harassment, they will have their honors and titles withdrawn, their bonuses recovered, and they will be dismissed according to law and regulations, recorded in the National Teacher Management Operating System and removed from the teaching body.

(V) If the teacher is a CPC member, and his/her moral misconducts are in breach of Party discipline, he/she will also be punished according to the Party discipline.

Article 17 Upon expiration of the execution period, the university shall extend or lift the punishment according to the teacher's repentance. Both the punishment decision and the punishment removal decision shall be placed in the individual's personnel file in accordance with the relevant regulations.

Article 18 For the report of malicious false accusation, after investigation and verification, if the informant is a teacher of Shanghai University of Sport, he/she will be treated refer to Article 16 of these Measures. If the informant is a student of Shanghai University of Sports, he/she will be dealt with in accordance with the relevant provisions of the Regulations on the Administration of Students in Higher Education Institutions (Decree No. 41 issued by the Ministry of Education) and the Regulations on Disciplinary Violation and Punishments against Students of Shanghai University of Sport (No. 88, issued by the Office of the President and University Secretariat, SUS in 2017). If the informant is off-campus personnel, Committee on the Ideological and Political Work for Teachers of the University has the right to put forward suggestions on the handling of the informant to the unit where the informant works and investigate his/her legal liability.

Chapter IV Review, Supervision and Accountability

Article 19 If the informant or the person being reported disagrees with the treatment decision, he/she may apply for a review to Committee on the Ideological and Political Work for Teachers of the University within 30 days from the date of receiving the treatment decision. The Committee on the Ideological and Political Work for Teachers of the University shall make a review decision within 60 days after receiving the review application. If the teacher is still dissatisfied with the review results, he/she may appeal to a higher authority. The punishment will not suspend during the review period.

Article 20 The Office of Human Resources shall suspend the duties of teachers suspected of moral misconduct, who have been formally investigated and are unfit to continue performing their duties.

During the period of formal investigation, teachers under investigation shall actively cooperate and shall terminate their contracts, go abroad or go through retirement formalities.

Article 21 Strictly implement the main responsibility for the construction of teacher ethics, and establish and improve the principle of unified leadership of the Party Committee, joint management by the Party and the government, hierarchical responsibility, implementation at all levels, and strict accountability in case of failure The main person in charge of the Party and government of each secondary unit is directly responsible for the leadership of the unit's teachers' ethics construction, and the teachers' ethics construction shall be listed as an important part of the work assessment and performance evaluation of each secondary unit.

Article 22 If the main person in charge of the Party and government of each secondary unit fail to perform or incorrectly perform their duties under any of the following circumstances, they shall be held accountable according to their duties, authorities and divisions of responsibility:

(I) The work in the construction of teachers' ethics system, daily education supervision, publicity and prevention is not in place;

(II) faculty's moral misconducts are not found and investigated in time;

(III) Adopt improper and inadequate methods for handling faculty's moral misconducts;

(IV) The decision to treat faculty's moral misconducts has not been put in place, and the rectification of faculty's moral misconducts is not thorough;

(V) There are recurrent faculty's moral misconducts, or, adverse social impacts have been caused by faculty's moral misconducts;

(VI) Other circumstances of negligence that should be held accountable.

Article 23 If a teacher present moral misconduct, the main person in charge of the Party and government of each secondary unit shall make report of work review to the university, and the university shall, in accordance with the relevant regulations, adopt the means of interview, admonishing conversation, notice criticism, disciplinary punishment and organizational treatment to hold the teacher accountable.

Chapter V Supplementary Provisions

Article 24 If there are special procedural provisions on related matters in laws and regulations, higher authorities or the university, they shall be implemented in accordance with these special provisions.

Article 25 The Committee on the Ideological and Political Work for Teachers of the University is responsible for the interpretation of these Measures.

Article 26 The Measures shall go into effect as of the date of promulgation.

Opinions on the Implementation of the Quality Enhancement Project of “San Quan” Education System of the Shanghai University of Sport

No. 96 Statement, issued by Party Committee of SUS (2019)

In order to comprehensively implement the spirit of the 19th CPC National Congress and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the National Conference on Ideological and Political Work of Universities in China and Shanghai, the National Education Conference and the Shanghai Municipal Education Conference, and follow the requirements of the Shanghai Universities' Comprehensive Reform Pilot Zone Construction Program of “San Quan” Education System (“San Quan” Education System refers to an all-round education system in the whole process by all people), comprehensively implement the project of cultivating people with moral character in the new era, actively promote the construction of world's first-class university of sports, and vigorously cultivate first-class sports talents who are integrating body and mind, combining morality and technology, studying arts and sciences, and serving society, these implementation opinions are formulated.

I. Guidelines and Goals

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the university firmly grasps the direction of socialist education, implements General Secretary Xi Jinping's important remarks on education and physical education, adheres to and strengthens the Party's overall leadership of the colleges and universities, and cultivates socialist builders and successors who are well-rounded in moral, intellectual, physical, social and aesthetic development. The university adheres to the fundamental task of establishing moral education, with education on ideals and beliefs as the core and core socialist values as the lead, and strives to form a distinctive mechanism of all-round education in the whole process by all people. The university is committed to educating people for the Party and the country, enhancing the awareness and ability of moral education, and promoting ideological and political work throughout the whole process of education and teaching, as well as in the academic system, teaching system and management service system. In the process of building a first-class discipline and a local high-level university, the university persists in strengthening our political identity, highlighting our nurturing base and manifesting our sporting characteristics, promoting the university as a value community that nourishes the soul, nurtures virtue and leads the way. It constantly strengthens the commitment to the spirit of “I'm on a mission. I'm fighting”, providing value guidance and spiritual support for the cultivation of first-class sporting talents who will serve the country.

II. Principles

(I) Reinforce Political Construction

The University shall take the Party's political construction as the lead, firmly establish the Four Consciousnesses, strengthen the Four-Sphere Confidence, resolutely achieve the Two Upholds, and implement the Party's education policy in the new era. The university shall Stay True to the Party's Original Aspiration and the Founding Mission, take high-quality and innovative development in community-level Party building in the new era as our guide focus on organizational system construction, implement the Three Main Responsibilities, give play to the fighting fortress role of Party organizations and the vanguard and exemplary role of Party members, promote the integration and upgrading of Party building and ideological and political work, explore effective ways and special measures to nurture people with the thought of socialism with Chinese characteristics in the new era of Xi Jinping, and strive to build an effective ideological and political work model.

(II) Focus on Value Guidance

The university shall adhere to personnel training moral education first, further improve the system and mechanism of ideological and political work. In accordance with requirements for the top-level design of strengthening “political identity, national consciousness, cultural confidence and personality development”, the university shall promote the integration of knowledge transfer, ability development, character building and value guidance, and strengthen the effective connection between ideological and political work in all majors and all aspects of talent training. The university shall focus on the combination of explicit and implicit education, the unification of dominance and subjectivity, the construction of a panoramic field of education in class and after class, on and off campus, online and offline, and the creation an environment in which education is always responsible, education is always available, and education is everywhere.

(III) Highlight the Effectiveness Education

The university shall stick to problem orientation, grasp the ideological characteristics and development needs of teachers and students to further adapt to the change of education environment; strive to accurately identify changes, make scientific responses and seek change actively; promote the change of tense, voice, state and mentality in education work; promote the integration of education teams, education resources and education systems; create a sense of honor and mission that “teachers are committed to building virtue and educating people, and students are committed to developing their bodies and serving the country”; continuously enhance the affinity and influence of education work; make the theme of “San Quan” Education System serialized, make its goal specific, make its practice regular and make its effect institutionalized.

(IV) Highlight the Characteristics of Sports

The university persists in guiding students with the spirit of Chinese sports to enhance their cultural confidence, guiding students to understand the significant advantages of the socialist system with Chinese characteristics with the achievements of the development of sports in New China, strengthening education in patriotism, collectivism and socialism with the fresh materials of athletes winning honor for the country, and guiding students to carry forward the national spirit and the spirit of the times consciously to make more contributions to build China into a sporting power, delivering more positive energy to society.

III. Main Tasks

Relying on the advantages of academic disciplines and majors, and based on the characteristics of school running and cultural accumulation, the university shall further explore the moral education resources contained in the discipline system, teaching system, training system and management service system, and further promote the education in the classroom, scientific research education, cultural, practice education, network education, management education, service education, psychological education, funding for education and organizational education.

(I) The university shall strengthen the curriculum and education system and promote the incorporation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into teaching materials, classrooms and minds;

It shall fully implement the guiding principles of General Secretary Xi Jinping's important speech at the symposium for teachers of ideological and political theory courses in schools; Implement the Opinions on Deepening the Reform and Innovation of Ideological and Political Theory Courses in Schools in the New Era issued by the General Office of the CPC Central Committee and the General Office of the State Council; follow the basic requirements of Six Requirements and Eight Unities to promote the connotative development of the ideological and political theory courses; and build a curriculum education system with the ideological and political science courses as the core, supported by the China series and comprehensive literacy courses, and radiated by “Curriculum Civics”; continuously improve the course to be more ideological, theoretical, approachable and targeted.

1. The university shall promote the construction of School of Marxism Studies According to the Standards for the Construction of School of Marxism Studies in Shanghai Colleges and Universities and Standards for the Performance Evaluation of School of Marxism Studies in Shanghai Colleges and Universities, the university shall implement the development planning and policy guarantees, strengthen the construction of the faculty team, and ensure the key direction of the development of disciplines. The university shall strengthen the construction of the think tank of School of Marxism Studies, and educate people with high-level scientific research achievement and decision-making consultation outcomes. Efforts will be made to build a collaborative innovation team for ideological and political courses and to establish teaching and research systems such as collective lesson preparation. The university shall further promote the innovation of teaching methods for political theory courses, introduce political theory courses into museums, communities, buildings, and networks, strive to produce more distinctive and influential teaching and research results of ideological and political course, and promote the construction of high-quality demonstration courses and brand courses. The Party and government leading cadres at both the university and the school level should increase their input in ideological and political courses, and continuously improve the long-term mechanism of taking the lead in attending lectures, giving lectures, building courses and connecting teachers and students.

2. The university shall deepen the reform of “Integrating Ideological and Political Education into Courses”. The university shall combine first-class disciplines construction with first-class undergraduate program construction, speed up the effective transformation of high-quality curriculum resources, and build the system of “Integrating Ideological and Political Education into Courses” with distinctive features, reasonable structure and vivid content in courses. The university shall optimize the supply of teaching content, focus on building Gold-Medal ideological and political courses such as Glory of the National Sport, and build China into a sports power series courses. The university shall perfect the construction mechanism of “Integrating Ideological and Political Education into Courses”, form the evaluation standards for curriculum construction, teaching design, supervision and evaluation, and build an effective management, incentive and guarantee system. With the goal of building a pilot university, the university shall vigorously build a pilot school and a pilot teaching team, cultivate model classes and star teachers, promote the standardization of “Integrating Ideological and Political Education into Courses”, improve quality and efficiency, and promote the co-development of “Integrating Ideological and Political Education into Courses” and ideological and political theory courses to form the synergy.

3. The University shall create a school-based curriculum with characteristics. The university shall vigorously inherit the spirits of Wu Yunrui, Zhang Huilan, Cai Longyun and other masters, uphold advanced physical education thoughts, and carry forward the campaign “The Strong Sports Make China Strong, and a Prosperous China Makes Sports Prosperous”. The university shall build school-based moral education courses of Physical Education on cultural education platforms such as the Physical Education Expo Center and the Chinese Wushu Museum, explore innovative teaching modes such as the integration of museums and curriculum, form the characteristics of “cultivating morality with sports”, and enhance the cultural consciousness and confidence of teachers and students in serving the country with sports.  Combined with the creation of campus master drama, the university shall carefully create excellent demonstration courses such as Chinese Martial Arts. Based on the history of the university and the development of the sports cause in China, the university shall develop a school-history-based education curriculum that inherits the teaching style of great teachers such as Zhang Huilan, and integrate the education resources of featured majors into an environment with stories, feelings and warmth.

4. The university shall explore effective ways to open doors for ideology and politics. The university shall adhere to the strategy of “bringing in” and “going global”, further increase the supply of course content, subjects and resources, actively integrate high-quality resources from the sports and education systems, and ensure political theory courses for champions and Alumni to be based on campus and oriented to the society. The university shall promote the combination of “reasoning” and “storytelling”, and the integration of “physical education” and “moral education”.

 Outstanding young college students and counselors shall be invited to the podium, and ideological and political brands such as Lvwa Yong Lecturer Group shall be created.

(II) The university shall build a ritual education system and create a full-cycle and immersive campus education ecology. It shall adhere to the cyclical law of talent training, make good use of various educational scenarios, and integrate the education of national, historical and cultural outlook into daily life, give full play to the navigation, guidance and orientation role of ritual education, and integrate patriotism into the ritual education system such as flag raising ceremony, expedition ceremony, triumph ceremony, oath ceremony, degree awarding and teacher and student commendation, and enhance the sense of belonging and identity such as loving and honoring the school, promoting the sports and serving the country.

1. The university shall inherit the Red Gene and build ideals and beliefs. It shall take advantage of major festivals to carry out ritual education, make good use of Shanghai's red resources of being “the birthplace of the party”, and form ceremonies themed “Salute” and “Remember” based on patriotism education bases and national public memorial ceremonies. It shall promote the integration of ideals and beliefs, patriotism and revolutionary culture education into new students' enrollment, Party and league building and thematic education activities, so as to inspire students to learn from heroes by memorizing them, and create glory with martyrs in mind.  It shall further give play to the demonstration and leading role of Party and government leaders, retired cadres and vanguard models, so that students can understand Shanghai's red culture, revolutionary culture and the spirit of Party building, and inherit the Red Gene.

2. The university shall promote cultural inheritance and strengthen the original aspiration of education. It shall further explore the moral education resources contained in traditional festivals and folk commemorative activities, carry forward the excellent Chinese sports traditions, and give play to the educational function of the traditional sports etiquette such as “Holding Fist Salute”. It shall carry out teacher induction and retirement ceremony education, and continuously strengthen the original aspiration and mission of education. It shall strengthen the construction of teachers' ethics in the new era, fully implement the responsibility of promoting moral integrity and cultivating people, deepen the construction of brand projects such as “A Hundred Schools of Sports” and “Worship Morality and Self-cultivation”, and guide teachers to earnestly practice the “Four Unities” and “Four Leaders” principle, and strive to be “Good Teachers in Four Respects”.

 It shall inherit the fine education tradition, improve the training mechanism for top-notch talents such as Yunrui Academy, strengthen the integration of resources, promote collaborative innovation, and explore the linkage mechanism of future PE teacher training with moral education as the primary task, and inherit the school's education culture.

3. The university shall promote the spirit of sports and cultivate fine style of study. It shall give full play to the inspirational function of the Chinese sports spirit, and integrate the sports spirit of winning glory for the country, fighting bravely, facing difficulties head-on, and daring to win into the education of expedition ceremonies and triumphal ceremonies. Through entrance ceremony, commencement, and degree awarding ceremonies, students are guided to enhance their will to improve themselves, defeat bravely, and have the courage to transcend. It shall explore the educative elements of activities such as competitions and awards, skill demonstrations, artistic performances, and military training and performances, and strengthen education in collectivism, national defense, and national security concepts. It shall carry forward the spirit of serving the country with science, promote education through scientific research, strengthen the publicity of advanced models such as Huang Danian-style teaching and research teams, take “developing physical education through science and education” as the guide, encourage students to focus on learning, innovation and creation as the honor, and strive to develop the spirit of hard work and pursuit of excellence in study, training and practice.

4. The University shall cultivate the university spirit and optimize the education ecology. It shall inherit the spirit of SUS, give full play to the educational functions of university history, university motto, university song, and devote ourselves to cultivating a culture of teaching management and student management. It shall implement General Secretary Xi Jinping's “health first” education concept, build a campus ecology that places equal emphasis on sports and spirituality, and integrate sports and aesthetic education, and create a campus education environment that can be “touched, read and heard”. It shall promote the combination of sports and art education, enrich campus cultural and artistic activities, and hold sports cultural and art festivals with the theme of table tennis, basketball, marathon, etc., to arouse students' inner drive to seek truth, be kind and pursue aesthetic. It shall create an experiential psychological education model, cultivate school sports teams and sports events, explore the educational connotation of sports competition performances and morning exercises and other activities, use the sports events and teams to unite people, and actively create an educational environment advocating sports and healthy life.

5. The University shall strengthen honor incentives and establish a commendation system. It shall create a good atmosphere of advocating honor, pursuing honor and cherishing honor, strive to inspire all the teachers and students to love the country, to serve the country and to make the country strong, and guide teachers and students to play the role of fresh troops and commandos in the construction of a strong country in sports and education.  It shall set up the “Yungrui Education Award” to commend outstanding education workers and constantly enhance their sense of identity, honor and achievement in education. It shall carry out “Lvwa Student of the Year” selection activity, and practice the school motto of “unifying body and mind, accumulate knowledge and strive for upstream”. It shall establish a subsidized education model of poverty alleviation, enriching their knowledge and increasing people’s confidence, and promote the establishment of a developmental funding system integrating state funding, school awards, social donations and student self-help to provide systematic support for each Lvwa student to develop their ability and cultivate their spirit. It shall honor outstanding alumni, vigorously spread the SUS image of youth, health and vitality, and enhance social influence and reputation.

(III) The university shall establish a responsibility education system, promote the integration of “San Quan” Education System into the society, carry forward the spirit of “I'm on a mission. I'm fighting”, actively spread the positive energy of sports, rely on characteristic resources of sports to promote normalization and institutionalization of ideals and beliefs education, enrich the connotation of patriotism education in the new era, focus on the cultivation of patriotism, strengthen the ambition of building a powerful country, practice to serve the country, and deeply explore integrated education mechanisms such as on-campus collaboration and society-university collaboration.

1. The university shall carry out educational activities with the theme of “Five Stars, Five Rings and Five Feelings”. In combination with major commemorative events such as the 100th anniversary of the founding of the Communist Party of China and major sports events such as the 2022 Winter Olympics and Asian Games, the university shall strengthen the education of the Party's fine traditions and advanced socialist culture, strengthen the education of Party history and new China history, and carry out year-round education with the theme of “Five Stars, Five Rings and Five Feelings” that covers all people, and strengthen the education in the condition of the world, the country, the society, the people, and the physical education. It shall carry forward the spirit of Chinese sports, inherit the memory of red sports, and promote the organic integration of red-themed education and sports characteristic resources. We should adhere to the combination of online and offline education, build an attractive, engaging and interactive ideological and political supply ecology, and strengthen the connotation construction of “Yi Class”. The university shall give full play to the main role of teachers and students, promote the construction of campus media integration, stimulate the inner power of online education, and strive to form a co-construction and sharing model of online ideological and political education, so that students can transform from “experiencers” and “participants” to “spreader” and “practitioners”.

2. The university shall effectively integrate into the integration construction of moral education in colleges, middle schools, primary schools and preschools. It shall actively connect with Shanghai's integration of moral education in colleges, middle schools, primary schools and preschools. Relying on the advantages of school sports and traditional ethnic sports, and according to the cognitive characteristics and laws of students at different school stages, it shall promote the training base construction for integration of ideological and political courses in universities, middle schools and primary schools through “cultivating morality with sports”. It shall deliver high-quality ideological and political sports courses to parks, communities and urban areas, amplifying the spillover effect of ideological and political courses. It shall continuously enrich effective forms of school sports, social sports and public sports, explore education models that are embedded in the community and life, and take sports as the carrier to promote the implementation of the core socialist values. Relying on platforms such as the National School Sports (Chinese Wushu) League and the Chinese Sports History Research Institute, it shall promote the inheritance, innovation and external dissemination of Chinese excellent traditional culture. It shall give full play to the advantages of each major, carefully creating distinctive off-campus education demonstration bases, education projects and activities.

3. The university shall deeply promote brand building of SUS social service. It shall build the “Four Brands” centering on Shanghai, cultivate social service brands in helping Shanghai to build a world-famous sports city, collaborate with relevant governments, organizations, enterprises and institutions to explore new social service and cooperative school-running mechanisms, and build an educational union closely connected with the industry. It shall strengthen the practice of major course and labor education, and cultivate the craftsman spirit and the spirit of hard work. It shall build the brand of “Three Competitions for Red Dream Building” and put education on the front line of serving the industry and social development. Relying on platforms of the Yangtze River Delta Integrated Sports Alliance, it shall build an education mechanism of industry-university-research collaboration to serve social development and demonstrate the effectiveness of education through cultivating high-level entrepreneurship and innovation events such as the Challenge Cup, “Chuang Qing Chun” Entrepreneurship Competition, and Internet plus, etc. It shall provide incubator services for innovation and business start-ups to promote high-quality employment of students. It shall carry out volunteer service education, carefully cultivate the brand of sports volunteers services, and spare no effort to provide volunteer services in the Shanghai International Import Expo, major events, large-scale events, and public welfare activities, etc.

4. The university shall vigorously enhance the radiation of sports culture to lead the society. The inheritance and innovation of sports culture is taken as the mission to construct the ideological front and cultural highland facing the society. With the concept of “New Sports, New Life”, it shall build the Luwa Sports Bookstore and make efforts to build a new landmark of sports culture and a new platform for “San Quan” Education. It shall accelerate cooperation with cultural and publishing institutions to introduce academic and cultural achievements to society. It shall focus on the goals and tasks of the municipal Party committee and the municipal government to build a socialist modern international metropolis with world influence, build a high-end think tank with sports characteristics, give play to the function of the think tank to serve the government and educate people, and produce more high-level decision-making consultation results. It shall rely on the educational practice of “excellence, intelligence, understanding and achievement” to tell the story of Chinese sports well and show the image of SUS education. It shall give full play to the advantages of talent training and intelligence, further serving sports diplomacy and sports exchanges in the new era. It shall rely on the construction of Shanghai Anti-Doping Laboratory to carry out social responsibility education with sports characteristics with “pure and clean sports” as its connotation.

5. The university shall continue to improve the level of management, service and education. It shall promote the construction of a civilized and safe campus, improve the quality of campus life, build a people-oriented learning and living environment, carefully build a beautiful ecological campus, and guide students to enhance their cultural literacy and environmental awareness in the practice of garbage sorting and other civilized norms. It shall explore the connotation of “Six T” education through management to make every building warm and innovate the ideological and political model of the park. It shall speed up the construction of smart campuses, improve digital governance capabilities, build a widely accessible smart education and smart learning space as well as a “one-stop” service system with collaborative education as its connotation. It shall construct a modern university governance system, explore the ideological and political connotations in the management service, and strengthen teachers and students' awareness of rules, systems, and the rule of law. It shall promote organization education, and strengthen the management and guidance of student associations. It shall actively promote human-based management, improve the communication between the university and teachers and students, persist in combining the solution of ideological problems with practices, enhance the education awareness of management and service personnel, and keep paying attention to the teachers and students in the actual situation.

IV. Safeguard Measures

The school shall adhere to and improve the principal responsibility system under the leadership of the Party committee, optimize the internal governance of the university, coordinate the promotion of the “San Quan” Education, further stimulate the educational potential of each team in all sphere of school running, education and teaching, scientific research, management and service and build a “San Quan” Education system with clear responsibilities, complete content, orderly operation, strong guarantee and remarkable results.

1. The university shall strengthen organizational leadership. It shall strengthen the leadership of the Party committee over the work of “San Quan” Education and improve the working mechanism. It shall implement the “three main responsibilities” of the Party committee, strengthen the systematic planning and coordinated promotion of the “San Quan” Education, effectively provide human, financial, material and policy guarantees, and arrange and evaluate ideological and political work together with teaching, scientific research, social services, and social services, cultural inheritance and innovation, and international education. It shall give overall consideration to the “San Quan” Education in planning, team building, resource input, and evaluation of excellence to ensure that all requirements for morality and education are met and put into effect.

2. The university shall strengthen the implementation of responsibilities. It shall place the advancement of ideological and political work and improvement of the work of “educating students by all staffs” as an important part of the target management of secondary units, the main responsibility of grass-roots organizations, and the assessment of party members and cadres. It shall improve the long-term mechanism for the construction of teachers' morality and style and teachers' ideological and political work, and implement the first responsibility of teachers to educate people. It shall establish a list of responsibilities, build an evaluation system, clarify the responsibilities of all departments and schools in “San Quan” Education, and include the “San Quan” Education into the “three main responsibilities” of secondary units. The educational responsibilities of each group and each position shall be integrated into the overall system design of the university for coordinated implementation, and the responsibilities and assessment contents shall be clarified. It shall improve the coordination mechanism of ideological and political work at the two levels of the school and university. Based on the features of disciplines and majors, it shall deepen the building of the “one school, one brand” educational brand, and carefully create excellent ideological and political work projects with exemplary and leading effects.

3. The university shall strengthen team building. It shall persist in using the best to train more excellent people, fully activate the education potential of teachers, students, Party workers and management and service personnel to jointly promote the team construction in teaching, scientific research, competitive training, management and service. It shall guide all educators to firmly establish the concept of people-centered education and taking moral education first, strengthen the orientation of education in job promotion and professional title evaluation, and take teachers' ethics as the first standard for evaluating teachers' work and quality.  It shall promote the team of ideological and political work, team of Party affairs and full-time teachers to jointly realize sustainable development centering on moral cultivation, and implement the policy of “dual status and dual promotion”. It shall promote the professional development of the team of counselors.

4. The university shall strengthen the construction of work style. It shall adhere to the close contact with the grassroots, and establish and improve the system of school leaders contacting teachers and students, regular surveys, and heart-to-heart conversations. Members of the Standing Committee of the Party Committee shall give ideological and political lectures or give guidance reports on the political situation and tasks at least once a year, and attend ideological and political theory classes at least twice every semester.  It shall carry out regular surveys on the ideological and political status of teachers and students to keep abreast of the ideological status and appeals of teachers and students, focus on shortcomings and weaknesses, and integrate the improvement of the quality of ideological and political work into the specific measures to solve the urgent, difficult and worrying problems of teachers and students. It shall take the talent training level and the quality of education work as the primary indicators of work evaluation, and strive to form a closed loop of talent training quality evaluation.

Suggestions on the Implementation of the Responsibility of Postgraduate Supervisor in Moral Education of Shanghai University of Sport

No. 1 Statement, issued by the CPC Shanghai University of Sport Committee (2020)

In order to implement the spirit of the National Conference on Ideological and Political Work for Colleges and Universities and the National Education Conference, build a team of postgraduate supervisors with ideals and beliefs, moral sentiments, solid knowledge and a benevolent heart, and fully fulfill the responsibility of postgraduate supervisors in moral education, according to Opinions on Fully Implementing the Responsibilities of Postgraduate Supervisors in Moral Education (JY [2018] No. 1) issued by Ministry of Education and Opinions on Strengthening and Improving the Construction of Teacher Ethics in the New Era (JS [2019] No. 10) issued by Ministry of Education and other seven departments, these Opinions are formulated in accordance with the actual situation of our university.

I. Guidelines and General Requirements

1. Guidelines. 1. Hold high the banner of socialism with Chinese characteristics and take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guides to strengthen the confidence in the path, theory, system, and culture of socialism with Chinese characteristics. Fully implement the Party's education policy, take moral education as the primary responsibility of postgraduate supervisors, and cultivate all-round developed high specialists with both integrity and ability for the realization of the Two Centenary Goals and the Chinese Dream of national rejuvenation.

2. General Requirements. The postgraduate tutors are required to fulfill the requirement that supervisors should be the first person responsible for the cultivation of postgraduates. They shall stick to the path of socialist education with Chinese characteristics, firmly adhere to the unity of the imparting knowledge and cultivating students, the unity of the teaching by personal example and verbal instruction, the unity of the dedication to knowledge and concern for the society, as well as the unity of academic freedom and academic norms, taking virtue and morality as the basic foundation for self-development, learning and teaching. They are required to follow the laws of postgraduate education, innovate the way postgraduate students are guided. They shall be devoted to the cultivation of postgraduate students, educate the postgraduates in the whole process and in all aspects, and be a guide and mentor for the postgraduates' growth and accomplishment.

II. Requirements for Strengthening the Basic Quality of Postgraduate Supervisors

1. Strong political quality. The postgraduate supervisors shall adhere to the correct political direction, support the leadership of the Communist Party of China, and constantly enhance ideological and political consciousness; they shall stick to the Party‘s education guides, implement the country's education policies and adhere to the principle that education should serve the people, the governance of the Communist Party of China, and the consolidation and development of the system of socialism with Chinese characteristics. The supervisors shall also safeguard national unification and strengthen ethnic unity and unremittingly disseminate Marxist scientific theory. They shall integrate the ideological education and professional education, cultivate and promote the core socialist values, hold high the banner of socialism with Chinese characteristics, and become a strong believer, active disseminator, and model practitioner of the core socialist values.

2. Noble professional ethics. The postgraduate supervisors shall abide by the teachers' code of professional ethics, be the model for others, cherish their posts and devote wholeheartedly to work, influence and guide students with high moral values and charisma, and cultivate students to become the inheritors of the advanced thoughts and culture as well as the promoters of social progress. They shall learn and master the law and features of postgraduate education, constantly improve the way of instruction and emphasize the leading role of the supervisors in shaping students' morality and personality. They shall abide by academic norms and ethics, and consciously maintain a fair, just and upright academic environment. They shall select talents based on a scientific way, standardize the enrollment, exercise their rights correctly, and ensure the fairness and justice during the enrollment. They shall have a sense of responsibility and mission and fulfill their duties, ensure adequate time and energy to provide guidance to their postgraduates and conduct academic seminars with their postgraduates regularly. They shall constantly improve themselves through self-learning and all kinds of professional ethics education activities organized by the university. They shall transform teachers' morality and ethics into stable internal beliefs and behavioral qualities, and devote themselves to the cause of postgraduate education with a high sense of responsibility.

3. Excellent professional quality. The postgraduate supervisors shall have profound academic attainments and persistent academic pursuit, pay attention to social needs, and promote the inheritance and development of knowledge and culture. They shall be familiar with national admission policy and be competent for the work in examination and enrollment. They shall adhere to advanced education concepts, focus on the leading role of curriculum frontier, innovate instructional model, and enrich teaching methods. They shall constantly improve their instructing ability, focus on the cultivation of the postgraduates' innovation ability, and achieve a balance between theoretical teaching and practical guidance in order to help with the growth and accomplishment of the postgraduate students. They shall have rich scientific research experience, stable research area and strong scientific research ability and keep abreast of the frontiers and development trends of this discipline. Their research area shall have great theoretical importance or practical application value. They shall also have certain scientific research projects in their research area.

III. Clarification of the Postgraduate Supervisors‘ Responsibility of Moral Education:

1. Enhance the postgraduates' ideological and political quality. The postgraduate supervisors shall be the first person responsible for postgraduate students' ideological and political education. The university shall give full play to the role of supervisors in postgraduate grass roots Party construction. During the training and instruction of the postgraduates, the supervisors shall give top priority to the cultivation of postgraduate students' ideological and political quality, moral quality, psychological quality as well as the formation of a correct outlook on the world, life and values, and integrate it into the whole process of training links such as teaching, scientific research, practice and thesis guidance. The supervisors shall study and master the features and rules of ideological and political education of postgraduates under the new situation, and strengthen the supervision and management of postgraduates' political direction, organizational discipline, academic integrity, daily behavior and other aspects. The supervisors shall keep abreast of the plan, arrangement and requirements of the postgraduates' ideological and political education of the university and the school, organize and urge the postgraduates to participate in daily ideological and political education activities held by the university and the school.

2. Cultivate the postgraduates' academic innovation ability. Based on the concept of teaching according to students' aptitude and individualized education, the supervisors shall formulate and implement reasonable and systematic training plan for postgraduates, coordinate practical and scientific research activities, and strengthen academic guidance; hold training group meeting every month to promote the communication with postgraduates and master the progress of their scientific research projects in real time; create a favorable academic environment to raise the postgraduates' innovation consciousness, enhance their innovation ability, and stimulate their innovative potential; guide the postgraduates to follow the frontiers of their disciplines, to confront academic problems, to broaden their academic horizons and to carry out innovative work in academic research.

3. Cultivate the postgraduates' practical innovation ability. The supervisors shall encourage the postgraduates to actively participate in various academic conferences and professional practices at home and abroad, guide them to publish their research results, enhance their ability to raise, analyze and solve problems, and help them to combine theory and practice; guide the postgraduates' professional practice during the whole process and from all aspects, strengthen stage assessment, help them to write a qualified professional practice report and provide objective evaluation and conclusion; support and help postgraduate students to commercialize their research achievements to promote the industry-university-research combination and improve students' innovative and entrepreneurial ability; strengthen the cooperation and exchanges with enterprises and research institutes outside the university, combine production needs with research topics, and constantly improve the practical ability of the postgraduates.

4. Guide postgraduates to strengthen their sense of social responsibility. The supervisors shall strengthen the postgraduate students' sense of social responsibility in terms of patriotism, professionalism, collaboration and integrity, so that they can effectively shoulder the historical mission entrusted by the Party and the state; support and encourage the postgraduates to go out of the campus and go into the society and the grassroots level to do practical activities, through which they can know more about the society and develop a correct understanding the national conditions; support and encourage the postgraduates to do volunteer jobs and other social work, to combine academic research with the entrepreneurship and employment, and to go deep into the front line of production and scientific research to transform the scientific achievements into actual productivity; educate and guide the postgraduates to establish a correct view of career choice, to have high aspirations and great achievements, and to go where the motherland and the people need them.

5. Guide the postgraduates to adhere to the code of academic ethics. The supervisors shall guide the postgraduates to develop a rigorous academic attitude and a truth-seeking and pragmatic scientific spirit, so that they can consciously abide by the research integrity and academic ethics and eliminate academic misconduct; provide postgraduates with a comprehensive and systematic education on academic ethics and norms, help them to develop a rigorous academic attitude, a truth-seeking scientific spirit, and an academic-advocating consciousness, which allow them to conscientiously maintain the sanctity, purity and seriousness of academic cause; during every aspect of the training of the postgraduates, the supervisors shall conscientiously perform their duties, emphasizing the training of academic norms, providing guidance to relevant experimental practice and training, thereby ensuring that the postgraduates can gradually develop a rigorous and meticulous scientific spirit; regarding the key issues such as paper submission, signing of cooperative papers and signing order, the supervisors shall explain the rules to their postgraduates in time, carefully review the consistency of postgraduates' academic results to be published with academic norms and academic integrity requirements to ensure the authenticity and reliability of academic results and prevent the occurrence of academic misconduct.

6. Optimize postgraduate training conditions. The supervisors shall actively create favorable conditions for postgraduates' learning, development and scientific research based on the different requirements for postgraduates of different disciplines and types; encourage the postgraduates to participate in various social practices and academic exchanges; create favorable stage for academic exchange and provide more opportunities of social practice and academic exchange for the postgraduate; encourage postgraduates to participate in research projects and provide funds for them; encourage postgraduate students to actively participate in series academic lectures such as academic presentations and academic conferences in order to broaden their academic horizons and create a good academic atmosphere.

7. Focus on humanistic care for postgraduates. The supervisors should know more about the postgraduates' thoughts regarding their study, scientific research and life, communicate with the postgraduates actively, care about their thoughts, life and study, help them to solve the difficulties and problems in study and life, timely resolve the contradictions in their mind and relieve their psychological pressure; keep in touch with the postgraduates who have been studying and doing internship outside the university through phone calls, emails and other ways, provide the postgraduates with necessary safety education and education in law and discipline, know about the basic situation of these students, and require them to report to the organization regularly; pay attention to the postgraduates' employment pressure and guide them to make career planning, care about the life and physical and mental health of the postgraduates and constantly improve their psychological quality of having the courage to face all the difficulties and setbacks.

IV. Improve the Postgraduate Supervisor Evaluation Mechanism

1. Emphasize the leading role and demonstration effect of outstanding supervisors, establish advanced models and introduce successful experience. The university establishes a method to assessing the performance of postgraduate supervisors in moral education, which combines Academic Committee evaluation, teaching superintendence evaluation, postgraduates' evaluation and supervisors' self-evaluation. In academic title evaluation, promotion, performance distribution, and appraising and awarding, priority will be given to the outstanding supervisors if the candidates have the same conditions in other aspects.

2. The postgraduate supervisors should abide by the professional ethics for teachers in colleges and universities, carry forward outstanding professional ethics and morality of teachers, be the model for others, and fulfill the duty of fostering integrity and promoting rounded development of students. The postgraduate supervisors should firmly abide by regulations, including Code of Professional Ethics and Norms for Teachers in Colleges and Universities, Ten Codes of Professional Ethics and Conduct for Teachers in Colleges and Universities in the New Era, Guidelines on Establishing and Perfecting the Long-term Mechanism of the Morality Construction for Teachers in Colleges and Universities, as well as Guidelines on Strengthening and Improving the Construction of Teachers' Ethics in the New Era. Teachers who have the seven behaviors that are prohibited by Guidelines on Establishing and Perfecting the Long-term Mechanism of the Morality Construction for Teachers in Colleges and Universities, which is called “red seven items”, namely, behaviors that harm the interests of the state and damage the legitimate rights and interests of students and the university; words and behaviors that contradict the Party's line, principles and policies; behaviors of cheating, plagiarism, falsification, and stealing other's academic achievements, the illegal use of scientific research funds, and the abuse of academic resources and influence; behaviors of having part-time jobs or part-time salaries that influence the normal education and teaching; behaviors of playing favoritism and committing irregularities in student enrollment, examination, outstanding student recommendation, and postgraduate recommendation; behaviors of asking for or accepting gifts, cash, securities, payment vouchers and other property from students and parents; behaviors of committing sexual harassment against students or having improper relationships with students; and other behaviors that violate professional ethics of university teachers shall be treated accordingly in strict accordance with the Guidance on the Treatment of Moral Misconduct of Teachers in Colleges and Universities issued by the Ministry of Education.

3. The postgraduate supervisor is the first person responsible for postgraduate student education and is the person directly related regarding the quality of the postgraduate students' dissertations. As for the low quality of the dissertation, punishment shall be carried out in accordance with Measures for the Anonymous Review of Postgraduate Dissertation of Shanghai University of Sport (No. 43 issued by the Office of the President and University Secretariat, SUS in 2019); for other academic misconduct, punishment shall be carried out according to the Detailed Implementing Rules for Handling Fraudulent Acts in Dissertations of Shanghai University of Sport (No. 140 issued by the Office of the President and University Secretariat, SUS in 2014), and other regulations.

4. The university shall regularly check the implementation of the supervisors' responsibility of fostering virtue through education in each school, and shall seriously investigate and affix the subject responsibility for failing to act in the construction of teachers' ethics, and the school management responsibility for buck-passing, concealing, and ineffective supervision of the teachers' moral misconduct, as well as delaying or refusing to deal with the teachers' moral misconduct.

Chapter I General Provisions

Article 1 The Measures have been formulated with an aim to deepen the reform of the university's personnel system, to optimize the human resource allocation, to accelerate the construction and upgrading of the teaching staff, and to gather the strong impetus for the construction of national first-class universities and disciplines and Shanghai high-level local universities. These Measures have been formulated based on the relevant regulations of the Education Law, Higher Education Law of the People's Republic of China, and Teachers Law, as well as the spirits in the Guidelines of the CPC Central Committee and the State Council on Comprehensively Deepening the Reform of Teacher Team Construction in the New Era (No. 4 [2018], issued by the CPC Central Committee and The State Council), the Guidelines of the Ministry of Education on the Comprehensive Improvement of the Quality of Higher Education (No. 4 [2012], issued by the Division of Higher Education, Ministry of Education), the Guidance of Shanghai Municipal Education Commission on the Trial of the Classified Assessment and Evaluation System for Teachers in Municipal Colleges and Universities (No. 54 issued by SEC and MOHRSS in 2016) as well as the spirits in other documents of the Shanghai Municipal Party Committee, the Shanghai Municipal Government, the Party Committee of the Shanghai Municipal Education Commission, and the Shanghai Municipal Education Commission. In accordance with these Measures, teachers' posts shall be classified and managed.

Article 2 The fundamental objective of the classification and management of teachers' posts is to improve the quality of talent training and enhance the comprehensive strength of the discipline. The focus is to strengthen post management, highlight teacher’s ethics and performance assessment. The basic principle is to realize the coordinated development of all types of teachers. Teachers' posts shall be set up reasonably and the teaching position sequence as well as the management support system, which are in line with the reality of sports colleges and universities shall be established. The career development of teachers of different posts should be unblocked, and the teachers should be guided to fulfill their duties of teaching and educating people.

Article 3 Teachers referred to in the Measures are full-time teachers who are enrolled and in post during the employment period of our university (coaches included). Flexibly introduced talents, counselors, “double shoulders”, and teachers from Affiliated School of Elite Sport and Affiliated Sport Polytechnic are not included here. The five types of personnel mentioned above are temporarily excluded from the object of the post classification and management. Among them, the workload assessment of “double shoulders” shall be carried out according to the appendix 2 of the Measures.

Students referred to in the Measures are students who have the student status in Shanghai University of Sport (excluding adult education).

Chapter II Classification of Posts

Article 4 In accordance with the law of higher education development and the real practice of school running, the posts of teachers in the university can be divided into four types: teaching-oriented posts, teaching-research-oriented posts, research-oriented posts and teaching-training-oriented posts. The four types of teachers are indispensable to school teaching (including cultivation), scientific research, training and other important forces, are an important part of the teaching staff.

Article 5 Teaching-oriented posts

(I) Teaching-oriented teachers should undertake both course teaching and teaching research.

(II) For the teaching-oriented posts, there are posts of senior title (professional and technical level 2-4), associate senior title (professional and technical level 5-7), intermediate title (professional and technical level 8-10), primary title (professional and technical level 11-13).

Article 6 Teaching-research-oriented posts

(I) Research-oriented teachers should undertake both course teaching academic research.

(II) For the teaching-research-oriented posts, there are posts of senior title (professional and technical level 2-4), associate senior title (professional and technical level 5-7), intermediate title (professional and technical level 8-10), primary title (professional and technical level 11-13).

Article 7 Research-oriented posts

(I) Research-oriented teachers should undertake high-level academic research. In principle, the requirements for the scientific research tasks undertaken by research-oriented teachers should be higher than those for the teaching-research-oriented teachers.

(II) For the research-oriented posts, there are posts of senior title (professional and technical level 2-4), associate senior title (professional and technical level 5-7).

Article 8 Teaching-training-oriented posts

(I) Teaching-training-oriented teachers are responsible for the classroom teaching of technical subject and should undertake the training and competition work of the permanent team of the university.

(II) For the teaching-training-oriented posts, there are posts of senior title (professional and technical level 2-4), associate senior title (professional and technical level 5-7), intermediate title (professional and technical level 8-10), primary title (professional and technical level 11-13).

(III) Employment conditions for teaching-training-oriented posts

Teachers who meet one of the following conditions can apply for the teaching-training-oriented positions:

1. Olympic sports: Students they coached have been ranked among the top 6 in class II or above events at home and abroad twice (top 8 in team events such as football, basketball, and volleyball) or have been once ranked among the top 3 of class II or above events at home and abroad as regulated in the Competition Classification Table attached to the Measures;

2. Non-Olympic sports: Students they coached have been placed twice in the top three or once in the champion of class II or above events at home and abroad as regulated in the Competition Classification Table attached to the Measures.

(IV) A sports team that does not meet the criteria for a permanent team is a team in training. Teachers who undertake the training and competition work of the team in training will be managed and assessed according to the types of posts they choose.

Article 9 The specific management work for teaching-oriented teachers, teaching-research-oriented teachers, and research-oriented teachers regulated in the Measures shall be implemented by the Human Resource Department in conjunction with the undergraduate education department, postgraduate education department and research management departments; the specific management work for teaching-training-oriented teachers shall be implemented by Human Resource Department, and training and competition management department.

Chapter III Classification Management

Article 10 The classification management of teachers' posts shall be based on the principle of “being classified first, assessment later”.

Article 11 Teachers who have been enrolled and in post are required to make an application based on the terms of employment, job description and workload assessment mentioned in the Measures. After being reviewed and approved by the school and coordinated by the university, teachers who have been enrolled and in post shall be classified into the four types of teacher posts and be appointed according to their current job levels. After being classified into the four types of posts, the promotion and employment of different teachers shall be carried out in accordance with the relevant management system formulated by the university.

Article 12 The University signs a contract of employment with the appointee, and then specifies the duties of the post and strictly implements the assessment provisions. During the appointment period, appointees are allowed to change the type of post in principle. At the end of the appointment period, teachers applying for re-appointment may apply for adjustment of their post type.

Article 13 New recruits to the teaching profession are required to select the type of post they are appointed to before they are recruited, unless the post type has been specified at the time of recruitment. The China Table Tennis College and each school are obliged to assist new teachers in the selection of their pose type in accordance with the arrangements for teaching, research and training.

Article 14 Teachers who have their appointments extended and are about to retire in less than one term of service are not included in the post classification for the time being. And they will still be, in principle, employed and assessed in accordance with the employment regulations established by the university until the termination of their employment. Special cases shall be submitted to the Faculty Employment Committee of SUS for review in accordance with the principle of “One Case, One Review”.

Article 15 The University adopts the combination of annual performance assessment and tenure assessment. The annual performance assessment is carried out in accordance with the school's annual performance assessment methods for that year, and the results are used as the basis for appointment to professional and technical posts, promotion, and the issuance of annual assessment awards. Those who fail in the annual performance assessment will have their annual assessment awards deducted and will not be allowed to be promoted to a higher grade (level) of professional or technical post in the next round.

The appointment assessment is carried out in accordance with the University's appointment assessment measures. The results of the assessment will be used as an important basis for renewal, dismissal and post adjustment. Faculties who fail to pass the assessment during the appointment period should be employed at a lower grade.

Chapter IV Supplementary Provisions

Article 16 The Human Resource Office of SUS is responsible for the interpretation of the Measures.

Article 17 The Measures shall go into effect as of the date of promulgation. The original Teachers‘ Job Responsibilities in Shanghai University of Sport (Trial) (No. 42 issued by the Office of the President and University Secretariat, SUS in 2016), Management Measures for Teachers' Annual Workload in Shanghai University of Sport (Trial) (No. 43 issued by the Office of the President and University Secretariat, SUS in 2016) and Measures for Teaching Incentives in Shanghai University of Sport (Trial) (No. 145 issued by the Office of the President and University Secretariat, SUS in 2016) shall be repealed simultaneously.

3. Teachers shall have good professional ethics, adhere to integrity and self-discipline, abide by academic norms, adhere to fairness and integrity, and have a rigorous scientific attitude and a high sense of responsibility.

4. Teachers shall be qualified to teach in colleges and universities, meet the basic requirements for teaching posts, fulfill their duties and job responsibilities, and strive to become good teachers with ideals and beliefs, moral integrity, solid knowledge and a loving heart.

(1) Be awarded one talent title at provincial or ministerial level or above;

(3) Obtain one international or national invention patent;

(4) One teaching or scientific research achievement awarded at provincial or ministerial level or above as the main contributor (ranked among the Top 3);

III. Other Conditions

1. Signature requirements for achievements during the contract term:

(1) Academic paper: the applicant's name should be signed as the first author or corresponding author in the participating papers, and the author affiliation should be Shanghai University of Sport; the first author and corresponding author of the same article cannot be used at the same time;

(2) Teaching and scientific research awards: the award obtained with the Shanghai University of Sport as the first affiliation;

(3) Patent for invention: Shanghai University of Sport should be the first patentee of invention patent;

(4) Art works: The applicant's signature should be the first creator in the participating works, and the creator affiliation should be Shanghai University of Sport;

(5) Sports performance: The athletes that the applicant coached must have student status in Shanghai University of Sport, and the competition results must meet the relevant requirements of the university.

2. Teaching activities, scientific research, and teachers' workload shall be calculated according to the Management Measures for Teachers' Annual Workload in Shanghai University of Sport (Trial) (Appendix 2).

3. The undertaken classroom teaching, academic ethics, teachers' ethics, and other contents are the key indicators of the annual performance assessment of teachers. For those who violate relevant regulations, there will be a “one-vote veto” system in the performance assessment, and for serious cases, the university can terminate the employment contract.

4. New teachers who have prior teaching experience in colleges and universities shall work as teaching assistants for at least one year and pass the teaching assessment.


Appendix 2:

Management Measures for Teachers' Annual Workload in Shanghai University of Sport (Trial)

I. Guidelines

1. Highlight classification management, set different annual workload standards for teachers of different job categories, respect personal expertise, guide and support teachers to do their best, and fully mobilize the enthusiasm and initiative of teachers.

2. Feature classroom teaching, promote senior professional and technical personnel to teach undergraduates and postgraduates, and strengthen the basic position of teaching in teachers' annual performance assessments and job promotions.

3. Give prominence to quality evaluation, establish and perfect a scientific and reasonable teaching quality evaluation mechanism, and promote the overall improvement of teaching quality.

4. Center on the fundamental task of “moral education”, innovate education mechanisms, and promote the construction of teacher community and teacher-student community through the assistant from teaching teams, undergraduate supervisors, and young teachers.

5. Reform the assessment and management model, and establish a new management and assessment mechanism for teachers of China Table Tennis College and other secondary schools (hereinafter referred to as schools).

II. Division of Responsibilities

The Office of Human Resources is the leading department for the examination and assessment of teachers' annual workload; the Provost Office (including Office of Faculty and Teaching Development), Office of Research Affairs, Office of Postgraduate Affairs, and Office of Elite Sport are responsible departments, which are respectively responsible for the work related to the teachers' annual work assessment and management.

On the basis of university documents, each school is responsible for making the standard of teachers' post workload and related management.

III. Annual Workload Standards

Teachers shall complete the annual workload composed of teaching workload, scientific research workload, and teachers' workload.

(I) Teaching Workload


Teaching workload includes class teaching workload and postgraduate cultivation workload.

1. Class Teaching Workload

(1) It includes classroom teaching for undergraduates and postgraduates, short-semester teaching, and off-campus undergraduate teaching approved by the university.

(2) The minimum standard of classroom teaching workload that should be completed by all kinds of teachers is shown in Table 1, and each school can raise the standard accordingly. The university will allocate hours allowance according to the total number of class hours undertaken by each school, which will be allocated independently by the school. At the same time, the university will set up student-teacher ratio assessment in each school, and adjust the total amount of allowances in the next year according to the assessment results.

(3) In the three types of posts, teaching-oriented post, teaching-training-oriented post and research-oriented post, the team training undertaken by the technical teachers can be recognized as the classroom teaching workload; the training workload of the training team needs to be calculated according to the specified training times and hours, which shall be determined by the Office of Elite Sport and the school; the teaching-training-oriented teacher shall arrange the training work according to the training rules and the actual needs of the team on the basis of completing the prescribed minimum classroom teaching workload.

(4) The theoretical course teaching undertaken by technical teachers and the technical course teaching undertaken by academic teachers will be multiplied by the corresponding coefficient and included in the classroom teaching workload. The formula is: theoretical class hours by the technical teacher ×1.2/the technical class hours by the academic teacher × 0.9.

      (5) The workload of the teacher leading the practice team can be calculated as the class teaching workload, which will be calculated as follows: the number of students led by the teacher ×3 class hours.

     (6) The minimum standards for special posts (personnel) are shown in Table 2.

Senior-title mentors shall recruit at least two postgraduates each year, intermediate-title mentors shall recruit at least one postgraduate each year.

Teachers with postgraduate supervisor qualification shall take the initiative to give guidance to international postgraduates. Postgraduate supervisors with overseas study experience or visiting experience must have the ability to serve as the supervisor of overseas postgraduates. This assessment is linked with the assessment result during the contract term.

(II) Research Workload

The annual research workload and the research workload during the contract term shall be the reference basis for each school to evaluate teachers' annual work. Teaching-oriented, teaching-research-oriented, and teaching-training-oriented teachers are mainly assessed on the workload of scientific research in one contract term; the research-oriented teachers not only need to be assessed on the scientific research workload in one contract term but also need to be assessed on the scientific research workload in each year.

(III) Teachers' Workload

Teachers' workload refers to teachers' participation in other teaching and education work, public service, personal professional development, and other work. The annual assessment shall be carried out by each school according to the annual work content of its own undergraduate teaching incentive plan.

IV. Workload of Extra Class Hours

When completing the minimum standard of classroom teaching workload, teachers shall actively cooperate with and obey each school to complete the extra part. Meanwhile, teachers' remuneration for the extra teaching workload is determined and issued by each school.

V. Class Fee for External Teachers

In order to further standardize and perfect the management of external teachers and ensure the teaching quality, the class fee of external teachers employed by each school will be paid by the school itself instead of the human resources department of the university. The university allocates the workload allowance deducted during teachers' various training to their schools, and the school will independently pay the class fees to external teachers from these funds.

VI. Verification of All Kinds of Workload

1. Verification department of all kinds of workload

The teaching workload of the undergraduate program should be verified by the Provost Office; the workload of classroom teaching and training of postgraduates shall be verified by the Office of Postgraduate Affairs; the training workload shall be verified by the Office of Elite Sport; the annual research workload and teachers' workload shall be verified by each school.

2. Verification time

All kinds of workload are calculated by the natural year; the specific time for starting the verification of various types of workload shall be subject to the notice issued by the verification departments.

3. Workload summary and review

The workload verified by the relevant divisions and departments shall be finally summarized and submitted to the Human Resources Department for review and approval, and then reported to the university's assessment work leading group for deliberation.

VII. Others

1. Those who fail to complete the annual teaching workload shall be dealt with according to the university's annual assessment measures.

2. For the teaching workload of teachers participating in various training and advanced studies, the assessment shall be carried out in accordance with the provisions of Management Measures for Teachers' Participation in Training and Advanced Studies of Shanghai University of Sport (Trial) (No. 135, issued by the Office of the President and University Secretariat, SUS in 2014) and Management and Assessment Measures for Teachers' Professional Development Project and Management Personnel's Ability Improvement Project (No. 4, issued by the Office Human Resources Department, SUS in 2014).

3. Each teaching unit shall actively undertake the work of correspondence teaching. The teaching workload of correspondence teaching shall be calculated and paid separately by the School of Continuing Education, not included in the annual workload.

4. Teachers shall be paid for the guidance on the papers of postgraduates (including international students) according to relevant regulations of the university; the guidance on undergraduate papers shall be carried out in accordance with the Undergraduate Teacher Incentive Plan.

Implementation Measures for Professional and Technical Post Appointment of Shanghai University of Sport

No.24 Statement, issued by the Office of the President and University Secretariat, SUS (2020)

Chapter I General Provisions

Article 1 In order to better implement the deployment requirements of the Party, the state and Shanghai on deepening the reform of talent evaluation mechanism in Colleges and universities, further improving the construction of teaching staff, and promoting the modernization of governance system and governance ability in Colleges and universities, the Measures are formulated in accordance with the regulations of the CPC Shanghai Education and Health Working Committee, the Municipal Education Commission and the relevant municipal committees, offices, and bureaus, as well as the institutional regulations and reality in university administration, including Measures for Verification and Management of Establishment (Post) of the Shanghai University of Sport (No. 128, issued by the Office of the President and University Secretariat, SUS in 2019), and Measure on Position Classifications and Management for Full-Time Faculty of Shanghai University of Sport (Trial) (No. 130, issued by the Office of the President and University Secretariat, SUS in 2019).

Article 2 The effort in professional and technical posts employment shall adhere to the principle of “total quantity control, quota allocation, classified guidance and appointment based on merit”, set the evaluation and appointment conditions for various posts and professional and technical posts in a justified and reasonable way, constantly optimize the team structure, and promote the construction of a professional and technical team suitable for the building of a world's first-class sports university.

Chapter II The Post Structure

Article 3 The University shall set up college teachers and other professional and technical positions in accordance with the post setting plan approved by the superior authorities.

Article 4 Within the amount and structure of professional and technical posts approved by the superior authorities, the University shall dynamically adjust the proportion of professional and technical posts at all levels and of various types according to the development status of disciplines and the needs of development, and shall publish the number of senior posts at the time of the appointment of professional and technical positions each year. At the same time, according to the requirements in documents of the post setting in Shanghai public institutions, the management post personnel who apply for professional and technical positions will be evaluated but not hired, and enjoy the management posts' treatment.

Article 5 The university adheres to the principle of classification and evaluation of teachers' positions, and sets the employment conditions for a series of senior professional and technical positions of teachers according to the four types: “teaching-oriented”, “teaching-research-oriented”, “research-oriented” and “teaching-raining-oriented”.

Article 6 The quotas of senior professional technical positions for teachers are set in the five types of “natural sciences”, “humanities and social sciences”, “sports and arts”, “the comprehensive” and “Marxist theory”, which do not overlap with each other. At the same time, in order to trigger the enthusiasm of teachers, the university set up fixed and unfixed senior professional and technical post during the employment of professional and technical posts.

Article 7 In order to create a good atmosphere to ensure the excellence and healthy development of talents, according to the relevant provisions of Management Measures for Directly Employed Professor and Associate Professors of Shanghai University of Sport (Trial) (No.122, issued by the Office of the President and University Secretariat, SUS in 2018), the university has set up a series of directly-employed senior professional and technical posts for teachers. The places of direct-employed posts shall not be set unfixed according to the needs of teaching and scientific research.

Article 8 Application for an exceptional promotion to senior professional and technical position of teacher series

1. Exception on years of service: There are no limited seats for senior professional and technical positions of teacher series for exceptional promotion, and the conditions are listed separately. Those who meet the conditions for exceptional promotion automatically enter the competition post for evaluation.

2. Special contribution positions: To implement the central government's promotion of the construction of teachers' morality and style, advocate the orientation of devoting to teaching and education, research and innovation, senior and associate senior special contribution positions of teacher series. Quotas are listed separately and reviewed according to conditions.

Article 9 In order to implement the spirit of the National Conference on Ideological and Political Work in Colleges and Universities, in accordance with the spirit stipulated in Measures of Evaluation and Employment of Professional Technical Positions for Party Affairs Personnel in Shanghai (Trial) and other regulations, the university establishes and improves the duty-rank dual promotion channel for the party affairs work team. The university sets up a sequence of professional technical positions for Party affairs personnel and determines the corresponding conditions of evaluation and employment. Work of Party affairs. The employment conditions for professional technical positions are applicable to full-time staff who are currently engaged in Party affairs in our university, including the heads of Party organizations at all levels of the university headquarters (including full-time secretaries and deputy secretaries) and full-time organizers, as well as full-time personnel engaged in Party affairs currently employed by the university offices (including the Party Committee Office), Office of Faculty Affairs, Office of CPC Publicity, Office of CPC Organization, Office of the United Front, Party School, Office of Discipline Inspection, Supervision and Internal Audit, Office of Student Affairs (Office of Postgraduate Affairs) and other departments.

Chapter III Application Conditions

Article 10 Basic conditions for application

1. Support the leadership of the Communist Party of China, love motherland and the people, be devoted to the career of education, have good ideological and political quality, academic professional ethics, be dedicated to position and work, abide by the law and disciplines, healthy, obey the work arrangements of the employer unit, and earnestly perform the duties of the position.

2. Have the conditions required for the application of the corresponding professional technical position, including academic qualification, degree and years of service, etc., and meet the requirements stipulated by the university for teaching, scientific research and technical achievements, as well as teacher training.

3. Before being promoted to a higher-level position, teachers in colleges and universities generally must have actual department work or practical experience. Among them, young teachers aged 35 and below must have a cumulative practice time (international and domestic visits, IUR, etc.) of no less than one year and at least one year of work experience as a supervisor or head teacher with qualified assessment results for promotion to a higher-level position.

4. Those who apply for professional and technical positions of lecturer and above of teacher series must obtain the Teacher Qualification Certificate for Colleges and Universities.

5. Those who apply for intermediate-level professional and technical positions of the test-based assessment series in accounting, statistics, auditing, economics, publishing, hygiene, archives, etc., must obtain corresponding qualifications.

6. For six other professional technical series and higher vocational college series, such as Party affairs staff, natural scientific research, social scientific research, engineering technology, library materials, experimental technology, etc., the university independently carries out the employment of professional technical positions.

7. For the series of positions for which the university has not yet set up a senior professional technical position evaluation group, on the premise that the corresponding professional technical positions in the university have vacancies, the applicant shall submit a written application and hand in relevant materials, which shall be reviewed and approved by the school (department) where the applicant belongs as well as the Office of Human Resources, and reported to the relevant departments of Shanghai for evaluation. The conditions of the applicant must meet the requirements of the university and evaluation institutions for various series of positions.

Article 11 Under any of the following circumstances, the “one-vote veto system” shall be implemented, and the applicants shall not be able to participate in the employment of higher-level positions in the current year.

1. Those who have unqualified ideological and political performance or violate the morality and style of teachers;

2. Those who violate laws, statutes, relevant rules and regulations of the university (including those who are under investigation);

3. Those who have been within two years after being subject to disciplinary punishments within the Party, administrative disciplinary punishments and legal sanctions;

4. Those who have left the position without permission or have not returned without the university's consent during the period of going abroad (outbound);

5. Those who were evaluated as basically qualified or unqualified in the previous year's assessment;

6. Those who violate academic ethics.

Article 12 Academic qualification, degrees and seniority

1. Professor (Senior)

(1) Possess a doctoral degree and hold the position of associate professor (associate senior) for no less than 5 years;

(2) Possess a master's degree and hold the position of associate professor (associate senior) for no less than 8 years;

(3) Obtain a graduate certificate of master class, a second bachelor's degree, or a master's graduation certificate without a master's degree, hold the position of associate professor (associate senior) for no less than 9 years;

(4) Possess a bachelor's degree or a bachelor's graduation certificate, and hold the position of associate professor (associate senior) for no less than 11 years;

Note: Except for teachers engaged in teaching public basic courses and special disciplines as art, teachers born before December 31,1962, shall have a master's degree to be employed as professors; teachers born on or after January 1, 1963, shall have a doctorate degree to be employed as professors.

2. Associate Professor (Associate Senior)

(1) Possess a doctoral degree and hold the position of lecturer (intermediate) for no less than 2 years;

(2) Possess a master's degree and hold the position of lecturer (intermediate) for no less than 5 years;

(3) Obtain a graduate certificate of master class, a second bachelor's degree, or a master's graduation certificate without a master's degree, hold the position of lecturer (intermediate) for no less than 7 years;

(4) Possess a bachelor's degree or a bachelor's graduation certificate, and hold the position of lecturer (intermediate) for no less than 8 years;

(5) The time length of post-doctoral station outbound personnel conducting post-doctoral research in the station can be regarded as the number of years they hold the position of lecturer (intermediate).

3. Lecturer (Intermediate)

(1) Possess a doctorate degree;

(2) Possess a master's degree and hold the position of teaching assistant (primary) for no less than 2 years;

(3) Obtain a graduate certificate of master class, a second bachelor's degree, or a master's graduation certificate without a master's degree, hold the position of teaching assistant (primary) for no less than 3 years;

(4) Possess a bachelor's degree or a bachelor's graduation certificate, hold the position of teaching assistant (primary) for no less than 5 years, and have studied the main degree courses for master's students and been qualified in examination.

4. Teaching Assistant (Primary)

(1) Possess a master's degree;

(2) Possess a bachelor's degree, and achieve qualified examination results after the probationary period.

Article 13 Conditions of education and teaching

(1) Professional technical personnel of teacher series must complete the teaching workload specified by the university as required, including classroom teaching, answering questions in class and self-study tutoring.

(2) For professional technical personnel of teacher series, the assessment of classroom teaching ability must meet the requirements stipulated by the university. The Office of Human Resources, together with the Provost Office, Office of Postgraduate Affairs and the Center of Faculty Development formulate the evaluation criteria and organize experts to attend the lecture in class once and make evaluation for the applicant of senior professional technical position of teacher series. The evaluation results must be good or better (80 points and above).

(3) Professional technical personnel of non-teacher series who apply for higher-level professional technical positions are not subject to the restrictions of Article 13 Conditions of Education and Teaching of these Measures.

Article 14 Conditions for teaching and research performance

3. Patent for invention: the applicant's signature should be the first patentee in the participating patents, and the patentee affiliation should be Shanghai University of Sport;

4. Art works: The applicant's signature should be the first creator in the participating works, and the creator affiliation should be Shanghai University of Sport;

5. Sports performance: The athletes that the applicant coached must have the student status in Shanghai University of Sport, and the competition results must meet the relevant requirements of the university.

[Statistical Requirements for Achievements Participating in the Evaluation]

All the achievement participating in the evaluation were obtained in the last 5 years; the deadline for the statistics of the participating achievements is July 1 of the year of application; the scientific research achievements are subject to the ones included in the research management system of the university.

I. Application conditions for various senior professional and technical posts

The quotas of senior professional technical posts of teacher series are set according to the five types of “natural sciences”, “humanities and social sciences”, “physical education and arts”, “the comprehensive” and “Marxist theory”, which do not overlap with each other. Applicants for the positions of professor can choose the corresponding type to apply according to their own disciplines.

(I) Requirements for applying for a senior position

The following basic conditions, other conditions and post type conditions must be met simultaneously since taking the current post:

1. Basic conditions—meet any of the following items:

(1) Preside over one national research project, or 2 scientific research projects of provincial and ministerial level, of which sports and art teachers may preside over 1 scientific research project at provincial and ministerial level, and participate in one teaching or scientific research project at provincial or ministerial level as the main contributor (ranked among the Top 3);

(2) Win one first prize (ranked among the top 5) or second prize (ranked among the top 3) of the national science and technology awards as a main member;

(3) Win one first prize (ranked among the top 5) or second prize (ranked among the top 3) of the national teaching achievement award as a main member;

(4) Win first prize (ranked among the top 3) or second prize (ranked among the top 2) of the science and technology awards at the provincial or ministerial level as a main member;

(5) Guide students or groups to win one national gold award (ranked among the top 3) at provincial or ministerial level or above in innovation and entrepreneurship projects such as Internet Plus, Challenge Cup and Youth Creation;

2. Other conditions—no less than 6 high-level representative achievements (which must meet the requirements of any one of the following items):

(1) Publish high-level academic papers in regular issues of high-level academic journals.

Note: For teachers of “Marxist Theory” type, important academic publications include major central and local media (Qiushi magazine, People's Daily, Guangming Daily, Economic Daily and Liberation Daily, Wenhui Daily and other provincial Party newspapers), important domestic social science theoretical newspapers (China Social Sciences News, Study Times, etc.).

For “Party affairs personnel”, important academic publications include Party newspapers and journals (including online editions) organized by Party committees, People’s Congresses, governments, CPPCC, offices of CPC organization, offices of CPC publicity, Party schools, etc. at provincial-level (Autonomous regions, municipalities) and above; Party building, ideological and political publications organized by the Party Construction Research Society, Ideological and Political Education (Work) Research Associations at or above the provincial (autonomous region, municipalities) level.

(2) Obtain the authorization of patent for inventions.

(3) Officially publish academic works independently or as the first author.

(4) Win the national Party construction achievement award as a main member (ranked among the top 2) (win two Party construction achievement awards at provincial and ministerial level as the responsible person, the tow awards are counted as one).

(5) Complete the writing of think tank results (internal reference special report, public sentiment special report, investigation report, etc.) as the mian member (ranked among top 2), which has been positively instructed by deputy-national leaders and above.

(6) Win excellent course projects at the provincial and ministerial level or above (ranked among the Top 1 at the provincial and ministerial level and ranked among the Top 2 at the national level) as the main member.

(7) As editor-in-chief or co-editor (ranked among top 2), his/her published textbooks have won the Excellent Textbook Awards at the provincial and ministerial-level and above.

(8) Undertake national teaching reform and construction projects or preside over teaching reform and construction projects at provincial and ministerial-level as a main member (ranked among the top 2). The items specified in this Article must pass the acceptance.

(9) Win awards in the National Young College Teachers Teaching Competition, or the second prize and above in the Shanghai Young College Teachers Teaching Competition, or the first prize and above of the teaching competitions organized by the Teaching Guidance Committee of the Ministry of Education.

(10) Achievements of teaching and education specially reported by the central or local major media.

(11) He/She has officially published national planning textbooks as editor-in-chief or co-editor (ranked among top 2).

(12) Physical education teachers instructing students to obtain one of the following achievements as head coaches can be regarded as obtaining one high-level representative achievement: Rank Top 6 in the Olympic Games, Top 6 in the individual events of world's highest level competitions; Rank Top 3 in FISU World University Games and National Games; Champion of the National University Games; Rank Top 6 in collective events and Top 3 in individual events in the National Tournament of Individual Events; Champion of Sport Accord or World Tournament which are non-national sports events; Obtain qualifications such as referees and lecturers at the international level; Other outstanding achievements recognized.

(13) Art teachers who have obtained one of the following artistic creation achievements can be regarded as obtaining one high-level representative achievement: The created art works has been shortlisted for national or international art exhibitions or performances (including art festivals) hosted by the Ministry of Culture and Tourism, and ranked first in the scenarist list; The created art works has won the first prize of the art exhibition or performance (competition) hosted by the Ministry of Education and the national art association of individual event under the China Federation of Literary and Art Circles, and ranked first in the scenarist list; The created entire art repertoire has been performed publicly at the national theater, and ranked Top 2 in the scenarist list; In artistic performance activities hosted by the Publicity Department of the CPC Central Committee, Ministry of Culture and Tourism, and CCTV, and he/she has ranked first in the director (including the sub-stage director) group or in the program choreographer list; In opening ceremony of the comprehensive sports hosted by the General Administration of Sport of China, he/she has ranked first in the director group. For art teachers who guide students to participate in related competitions and obtain rankings, their achievements are determined by referring to sports teachers.

3. Post Type-based Conditions

(1) For teaching-oriented teachers, there shall be no less than three representative achievements in teaching among the obtained high-level representative achievements that meet the provisions.

(2) For teaching-research-oriented teachers, there shall be no less than 5 representative achievements of thesis in the high-level representative achievements that meet the provisions.

(3) For research-oriented teachers, there should be no less than 10 representative achievements of thesis in the high-level representative achievements that meet the provisions.

(4) Teaching-training-oriented teachers shall refer to the employment conditions of teaching-research-oriented or national-level coaches.

(5) For six other professional technical series and higher vocational college series of Party affairs staff, natural science research, social science research, engineering technology, library materials, experimental technology, etc., only the “basic conditions and other conditions” above are required. Conditions of “post type” are not set.

(II) Application requirements for exceptional promotion (exception on years of service) to the post of professor

The following conditions must be met at the same time since taking the current post:

1. Possess a doctoral degree and hold the position as an associate professor for no less than 3 years.

2. Complete the teaching workload prescribed by the university, and the prescribed times of answering in-class questions for undergraduates and tutoring self-study since taking the position, hold the position of undergraduate tutor, and undertake the work of instructing young teachers.

3. Have no less than 10 high-level representative achievements that meet the provisions, and any two of the following items must be included:

(1) Preside over one national research project, or 2 scientific research projects at the provincial and ministerial level;

(2) Win one first prize (ranked among the top 5) or second prize (ranked among the top 3) of the national science and technology awards as a main member;

(3) Win one first prize (ranked among the top 5) or second prize (ranked among the top 3) of the national teaching achievement award as a main member;

(4) Win one first prize (ranked among the top 3) or second prize (ranked among the top 2) of the science and Technology awards at provincial and municipal level or science and Technology awards of the Ministry of Education as a main member;

(5) Instruct individual students or groups to win national gold award of innovation and entrepreneurship projects such as Internet plus, Challenge Cup, and Chuang Qing Chun.

(6) Win one project of national excellent courses as the first person in charge;

(7) Complete the writing of one think tank results (internal reference special report, public sentiment special report, investigation report, etc.) as the first person in charge, which has been positively instructed by national leaders.

(III) Requirements for the staff at the positions of special contribution to apply for the post of professor

The following conditions must be met at the same time since taking the current post:

1. Be 58 years old or above, have recognized outstanding contributions in teaching, training, and social services.

2. Basic achievements

Publish no less than three high-level academic papers in the regular issues of important academic journals; or win no less than three teaching achievement awards at the provincial and ministerial level and above as the main contributor (be ranked among top 5 at the national level, be ranked among Top 3 at the provincial and ministerial level), and publish at least one high-level academic paper in the regular issues of important academic journals.

3. Meet any of the following items:

(1) As a main member, win teaching achievements and scientific research awards at the provincial and ministerial level or above (Top 3 in first and second prizes and Top 2 in third prize at provincial and ministerial level; Top 5 at the national level), no less than two projects of excellent courses (Top 2 at provincial and ministerial level; Top 3 at the national level); or as a main member (ranked among the Top 3), accomplish no less than 3 teaching and scientific research projects (subjects) at the provincial and ministerial level or above, which have passed the appraisal or acceptance.

(2) Publish no less than two high-level academic papers in regular issues of important academic journals.

(3) Obtain two or more authorization of patents for inventions.

(4) Publicly publish no less than one academic monograph; or the top 2 co-authors publish no less than 2 academic monographs; or publish at least two teaching textbooks or reference books as the editor-in-chief.

(5) As a main member (top 2), accomplish no less than two teaching reform projects or subjects at the provincial and ministerial level and above, which have been completed.

4. In case of the instructed student winning awards, the recognition of the achievements refers to the teachers of sports type and arts type.

5. Those who apply for special contribution positions are not subject to the restrictions of “Article 13 Conditions of Education and Teaching” of these Measures. Their participating achievements in the evaluation are not limited by the condition of “recent 5 years”.

II. Application conditions for the various associate senior professional and technical posts

The quotas of associate senior professional technical posts of teacher series are set according to the five types of “natural sciences”, “humanities and social sciences”, “physical education and arts”, “the comprehensive” and “Marxist theory”, which do not overlap with each other. Applicants for the posts of professor can choose the corresponding type to apply for according to their own disciplines.

(I) Requirements for applying for an associate senior post

The following basic conditions and post type-based conditions must be met at the same time since taking the current post:

1. Basic conditions—no less than five high-level representative achievements (which must meet the requirements of any one of the following items):

(1) Publish high-level academic papers in regular issues of high-level academic journals.

Note: For teachers of “Marxist Theory” type, important academic publications include major central and local media (Qiushi magazine, People's Daily, Guangming Daily, Economic Daily and Liberation Daily, Wenhui Daily and other provincial Party newspapers), important domestic social science theoretical newspapers (China Social Sciences News, Study Times, etc.).

(4) Those who, as a major member, have won science and technology awards and philosophy society awards at the provincial and ministerial level or above (ranked among the Top 5 who have won first and second prizes at the provincial and ministerial level, ranked among the Top 3 who have won the third prize at the provincial and ministerial level, or the top 10 of the national level).

(5) Those who have obtained the authorization of patent for inventions.

(6) Those who have published academic works publicly (be ranked Top 2)

(7) Win the national Party construction achievement award as a main member (ranked among the Top 5); or win Party construction achievement award at ministerial and provincial-level as a main member (ranked among the Top 3).

(8) Complete the writing of think tank results (internal reference special report, public sentiment special report, investigation report, etc.) as the main member (ranked among the Top 3), which has been positively instructed by leaders at provincial or ministerial level or above.

(9) Those who have won the national teaching achievement award as the main member (ranked among the Top 5) or the teaching achievement award at provincial and ministerial level as the main member (ranked among the Top 3).

(10) Win excellent course awards at the provincial and ministerial level or above (ranked among the Top 3 at the provincial and ministerial level and ranked among the Top 5 at the national level) as the main member.

(11) As editor-in-chief or co-editor (ranked among top 2), his/her published textbooks have won the Excellent Textbook Awards at the provincial and ministerial-level and above.

(12) Undertake one national teaching reform and construction project as the main contributor (ranked among the Top 5), or undertake teaching reform and construction projects at provincial and ministerial-level as the main contributor (ranked among the Top 3). This item must pass the acceptance.

(13) Win awards in the National Young College Teachers Teaching Competition, or the third prize and above in the Shanghai Young College Teachers Teaching Competition, or the second prize and above in the teaching competitions organized by the Teaching Guidance Committee of the Ministry of Education.

(14) Achievements of teaching and education specially reported by the central or local major media.

(15) Publish textbooks and teaching reference books as chief editors.

(16) Guide students or groups to win one award (ranked among the top 3) at municipal level or above in innovation and entrepreneurship projects such as Internet Plus, Challenge Cup and Youth Creation;

(17) Obtain the title of advanced individuals (3 times counted as one item) in the graduate employment at university level and above.

(18) Physical education teachers instructing students to obtain one of the following achievements as head coaches can be regarded as obtaining one high-level representative achievement: Be qualified for the Olympic Games; Rank top 8 in the World University Games, the individual events of world's highest level competitions, and the National University Games; Rank Top 3 in the National University Games; Rank top 6 in individual events and rank Top 8 in collective events in the national individual Championships; Rank Top 3 in Sport Accord or World Tournament which are non-national sports events; and the champion of the national championship; Obtain the qualification of national referee and the highest national lecturer or others; Other outstanding achievements recognized.

(19) Art teachers who have obtained one of the following artistic creation achievements can be regarded as obtaining one high-level representative achievement: The created art works has been shortlisted for national or international art exhibition activities (including art festivals) sponsored by the Central Propaganda Department, the Ministry of culture and tourism or the “five one projects”, and he/she has ranked Top 2 as director; His/her created art works has won the second prize of the National Art Exhibition (competition) sponsored by the Ministry of education and the individual art association under the China Federation of literary and art circles, and he/she has ranked first as a director. The art works has won the first prize of Art Exhibition (competition) at provincial and ministerial level sponsored by the Municipal Education Commission and the individual art association under the Federation of literary and art circles, and ranked first as editor and director; Has created the whole art play, performed in the theater at provincial level and above, been ranked among the Top 2 in the scenarist list; In literary and artistic performances at provincial and ministerial level sponsored by the municipal bureau of culture and local satellite TV, ranked among the Top 2 in the director list; In the opening ceremony of comprehensive games at provincial and ministerial level hosted by the municipal sports bureau, ranked among the Top 2 in the director list. For those art teachers who guide students to participate in relevant competitions and obtain rankings, the recognition of achievements shall refer to sports teachers.

2. Post Type-based Conditions

(1) For teaching-oriented teachers, there shall be no less than two representative achievements in teaching among the obtained high-level representative achievements that meet the provisions.

(2) For teaching-research-oriented teachers, there shall be no less than three representative achievements in papers category among the obtained high-level representative achievements that meet the provisions.

(3) Teaching-training-oriented teachers shall refer to the employment conditions of teaching-research-oriented teachers or senior coaches.

(4) For six other professional technical series and higher vocational college series of Party affairs staff, natural science research, social science research, engineering technology, library materials, experimental technology, etc., only the “basic conditions” above are required. Conditions of “post type” are not set.

(II) Application requirements for exceptional promotion (exception on years of service) to the post of associate professor

The following conditions must be met at the same time since taking the current post:

1. Have a master's degree and hold the position of lecturer for three years or more, or have a doctor's degree and hold the position of lecturer for one year or more;

2. Complete the teaching workload prescribed by the university, and the prescribed times of answering in-class questions for undergraduates and tutoring self-study since taking the position.

3. Have no less than seven high-level representative achievements that meet the provisions, and any two of the following items must be included:

(1) Preside over one research project at provincial or ministerial level or above;

(2) Win one science and technology awards and philosophy society awards at the provincial and ministerial level or above as the main member (ranked among the Top 3 who have won first and second prizes at the provincial and ministerial level, ranked among the Top 2 who have won the third prize at the provincial and ministerial level, or the top 5 of the national level).

(3) Have won one national teaching and scientific research award as a main member (ranked among the Top 5); or have won one provincial and ministerial teaching achievement award as the host;

(4) Guide students or groups to win one third prize or above (ranked among the Top 2) at provincial or ministerial level or above in innovation and entrepreneurship projects such as Internet Plus, Challenge Cup and Youth Creation;

(5) Win excellent courses projects at provincial and ministerial level or above as key members (the top 2 at the provincial and ministerial level and the top 3 at the national level).

(III) Requirements for the staff at the positions of special contribution to apply for the post of associate professor

The following conditions must be met at the same time since taking the current post:

1. Have reached the legal age of 58 and above and have made outstanding contributions to teaching, training and social services.

2. Publish no less than two high-level academic papers in regular issues of important academic journals.

Note: (1) those who have won teaching achievement award at the provincial and ministerial level and above as main members, and have won excellent courses project at the provincial and ministerial level and above as main members (ranked among the Top 3), or have won the university-level teaching achievement award or the highest ranking of university-level teaching evaluation as well as the university-level excellent course award as the host, can be regarded as having produced a high-level academic paper.

(2) The teaching achievement award of the same content shall be calculated according to higher prize in the application of the same batch, and the teaching achievement awards can be converted into 2 papers at most.

3. Meet any of the following items:

(1) Win teaching achievements and scientific research awards at provincial and ministerial level or above as the main member (ranked among the Top 3 for the first and second prizes and ranked among Top 2 for the third prize at provincial and ministerial levels; ranked among the Top 5 for national rankings); Win no less than one excellent courses (ranked among the Top 2 at provincial and ministerial levels and ranked among the Top 3 for national rankings); or complete at least one teaching and scientific research project (subject) at the provincial and ministerial level or above as the main member (ranked among the Top 3), and have passed the appraisal or acceptance.

(2) Publish no less than one high-level academic papers in regular issues of important academic journals.

(3) Obtain one or more authorization of patents for inventions.

(4) Publicly publish at least one academic monograph or publish at least one academic monograph as co-author (ranked among the Top 2); publicly publish at least one textbook or teaching reference book as the editor-in-chief.

(5) As a main member (ranked among the Top 3), accomplish no less than one teaching reform project or subject at the provincial and ministerial level and above, which have been completed; or win the first prize in the university-level teaching evaluation at least twice.

4. In case of the instructed student winning awards, the recognition of the achievements refers to the teachers of sports type and arts type.

5. Those who apply for special contribution positions are not subject to the restrictions of “Article 13 Conditions of Education and Teaching” of these Measures. Their participating achievements in the evaluation are not limited by the condition of “recent 5 years”.

III. Application conditions for various intermediate professional technical positions.

At least 2 academic papers have been published in the regular journal since taking the present position.  

Chapter IV Appointment Time

Article 15 The appointment time shall be subject to the following provisions:

1. The proposed personnel shall be professional and technical personnel who have not reached the legal retirement age on July 1 of the current year.

2. The duration of the applicant's current professional and technical position shall be calculated to June 30 of the current year.

3. The starting time for the normal promotion to a higher level of professional and technical position shall be calculated from July 1 of the current year, and the employment period shall be the same as that of the whole staff of the university; the starting time of direct employment is calculated from the time of entry; if the employee reaches the legal retirement age within the employment period, the employment period shall end at the legal retirement age; The appointment time of professional and technical personnel in the series of “taking examination instead of evaluation” and other non-teacher series sent for off campus evaluation stipulated by the state and Shanghai regulations shall be subject to the time specified by relevant evaluation institutions.

Chapter V Submission of Representative Works of Academic Level for Review

Article 16 The publication of the representative works of the applicant's academic level (academic papers, patent for invention, teaching materials, teaching reference books, works, etc.) and the conclusion of various topics (based on the conclusion book) must be before July 1 of the current year. All kinds of professional title series that must be reviewed by off campus evaluation institutions shall be subject to the actual time required.

Article 17 Those who apply for senior professional and technical post must submit three representative works that meet the application conditions and can represent the applicant's highest academic level and ability since taking office for peer review. The works of the applicants for senior professional and technical posts will be submitted to five peer experts for review, the works of the applicants for the associate senior professional and technical posts will be submitted to three peer experts for review. If the expert evaluation opinion is “reached”, plus “1”; “basically reached”, plus “0”; “unreached”, plus “-1”.  Applicants for senior professional and technical positions are required to pass the peer review with a total score of five review opinions ≥2; Applicants for the associate senior professional and technical posts are required to pass the peer review with a total score of three review opinions ≥1; For those who apply for exceptions, the all review opinions of the review experts must be “reached”. (Special contribution application is excluded).

Chapter VI Appointment Organization

Article 18 The appointment organization and corresponding responsibilities are as follows:

1. The University's Professional and Technical Post Appointment Committee is responsible for the appointment of teachers and other professional and technical personnel, and decides on the appointee.

2. The Academic Level and Technical Ability Panel of the University is composed of experts with senior positions in various disciplines in the university, who are responsible for identifying the academic level and technical ability of the applicants for senior and associate senior professional and technical post.

3. The working group for the appointment of professional and technical posts in various disciplines of the university is responsible for the initial appointment of applicants for the primary, intermediate, associate senior and senior posts in discipline, and shall determine who may pass the initial appointment and recommend candidates for the associate senior posts in this discipline.

4. The University's Associate Senior Expert Panel is responsible for the initial appointment of associate senior competition post applicants in all disciplines, and recommending candidates to University's Academic Committee.

5. The Academic Committee of the University is responsible for the initial appointment of senior posts and competition post applicants in all disciplines, and recommending candidates for the senior posts to University's Appointment Committee.

6. Party committee and administration department of each school (department) jointly establish the Appointment and Evaluation Team for Professional and Technical Post, with their principal heads as the team leader, responsible for the evaluation of applicants' ideological and moral character, education and teaching ability and workload of full-time teachers.

7. The University's Ideology and Morality Appraisal Team and education and Teaching Ability Appraisal Team are respectively responsible for reviewing the evaluation results of each school (department) on the applicants and making evaluation conclusions.

8. The personnel dispute settlement and mediation institution of the university is responsible for the handling the relevant appeals in the process of appointment.

Chapter VII Appointment Procedures

Article 19 The appointment shall be conducted according to the following procedures:

(I) Issue a notice. After being approved by the university, the Office of Human Resources will issue the notice on the appointment of professional and technical posts this year.

(II) Individual application. The applicant shall fill in the application materials according to the requirements of the notice and submit them to the school (department) where he/she works.

(III) Schools/departments' preliminary review. The professional and technical position appointment and assessment team of the school (department) is responsible for the preliminary review of the applicant's materials, the investigation of the applicant's political and ideological performance, professional ethics and other aspects, and putting forward the preliminary review opinions. After the preliminary review, it will submit the results (list and materials) to the Office of Human Resources.

(IV) Relevant functional departments' re-check. The Office of Human Resources shall conduct qualification re-check and academic recognition together with the Office of Research Affairs, Provost Office, Office of Postgraduate Affairs and other departments.

(V) Appraisal of academic performance and technical ability.  The Academic Performance and Technical Ability Panel of the University appraise the academic performance and technical ability of the personnel applying for senior professional and technical posts.

(VI) Teaching ability appraisal.  The Teaching Ability Appraisal Team appraises the teaching ability of the personnel applying for senior professional and technical posts.

(VII) Ideological and moral appraisal. The Ideology and Morality Appraisal Team of the University appraise the ideological and moral conditions of applicants at all levels.

(VIII) Submitting the Representative Works of Academic Level for Review For those who apply for senior professional and technical posts, the university shall organize external peer experts to review their teaching and research ability. The procedures and rules for submitting representative works of academic level for review shall be implemented in accordance with the provisions of Article 17. The Office of Human Resources shall publicize the list of personnel who have passed the review for no less than 5 working days.

(IX) Comprehensive appraisal.  The university's professional and technical post appointment teams of all disciplines shall comprehensively appraise the ideological and political performance, research ability, work performance and other aspects of the applicants, then vote according to the voting rules, and review the personnel who have passed the initial employment of professional and technical positions at all levels, and recommend the relevant candidates.

(X) University's review. University's Associate Senior Expert Panel shall listen to the work report of the associate senior applicant, vote according to the voting rules, review and approve the candidates for the fixed post and competition post of the associate senior professional and technical posts; the university's Academic Committee shall listen to the work report of the senior applicants, vote according to the voting rules, review and approve the candidates for the fixed posts and competition posts of the senior professional and technical posts.

(XI) The university's Academic Committee votes on the appraisal results The university's Academic Committee reviews candidates who have passed the initial appointment of professional and technical posts at all levels and approves the proposed candidates.

(XII) The University's Professional and Technical Post Appointment Committee deliberates and votes.  The University's Professional and Technical Post Appointment Committee shall, after comprehensive deliberation of the candidates for professional and technical posts at all levels, vote in accordance with voting rules to decide on the appointment. The Office of Human Resources shall publicize the list of employed personnel for no less than 5 working days.

(XIII) Approval and appointment. The Standing Committee Meeting of the university's Party Committee shall listen to the report of the University's Professional and Technical Post Appointment Committee, review and approve the list of appointed personnel at all levels. After approval, the Office of Human Resources shall carry out the appointment procedures.

Chapter VIII Voting Rules

Article 20 Unlimited voting rules for professional and technical posts

The applicant shall be approved by more than two-thirds of the total number of members of the Academic Committee of the university.  

Article 21 Quota-based voting rules for professional and technical posts

1. First round of voting

There is no quota for the first round of voting, and expert cast one vote to each person for the first round of voting. Those who do not win more than two-thirds of the total number of affirmative votes from the Academic Committee of the university will be eliminated. Those who receive more than two-thirds of the votes are ranked according to the number of votes they receive.

2. Second round of voting.

After the first round of voting, of those who got two-thirds of the vote, someone got the same number of votes as the others, the second round of voting will be carried out. According to the quota limit, the relevant people will be voted by difference. After ranking according to the number of votes, the one with more votes wins.

3. Third round of voting.

If after the second round of voting, there are still people with the same number of votes, a third round of voting shall be conducted. If this happens again in the third round of voting, it shall be submitted to the University's Professional and Technical Post Appointment Committee for deliberation and determination.

Chapter IX Supplementary Provisions

Article 22 The university establishes a representative achievement evaluation mechanism and takes the systematic, symbolic and innovative achievements of industry, academia, teaching and social services as an important basis for evaluating teachers' comprehensive ability and professional title promotion.

Representative achievements focus on assessing the work performance and innovative achievements of professional and technical talents in performing their post responsibilities. Those professional and technical personnel who have made major breakthroughs in basic research and cutting-edge technology, solved major engineering and technical problems, and made significant contributions to the development of various economic and social undertakings can directly apply for the evaluation for senior professional and technical titles.

Article 23 Requirements for foreign language and computer application ability shall no longer be taken as preconditions for application. Teachers and other professional and technical personnel are encouraged to continuously improve their foreign language level and computer application ability through training, self-study, examination and other ways and means.

Article 24 The declaration of teachers and other professional and technical personnel who have reached the legal retirement age in the current year and have not gone through the formalities of retirement deferment for senior experts will not be accepted.

Article 25 Teachers and other professional and technical personnel whose academic level and technical ability are confirmed to meet the corresponding job application conditions through the evaluation of experts inside and outside the University, the voting results of the appraisal group can be valid for 3 years.

Article 26 Those who violate the review rules, procedures or discipline will be disqualified and held accountable according to the procedures; those who are appointed to professional and technical posts obtained in violation of these Measures shall be disqualified once verified.

Article 27 These Measures shall come into force from the date of issuance, and shall be interpreted by the Office of Human Resources. The university has the right to formulate corresponding detailed rules or make appropriate adjustments during the implementation of these Measures according to the actual situation. The whole process of evaluation and appointment is subject to the supervision of the discipline inspection and supervision department of the university. The 2019 Implementation Measures for Professional and Technical Post Appointment of Shanghai University of Sport (No.5, issued by the Office of the President and University Secretariat, SUS in 2019) shall be repealed at the same time.


Regulations on the Management of Undergraduate Classroom Teaching of Shanghai University of Sport

University classroom is a main channel for the implementation of higher education, and an important position to carry forward the core values of socialism and cultivate talents for national building. In order to further strengthen classroom teaching management and create a good classroom learning atmosphere, introduce the ideological values of cultivating people through morality into each part of education and teaching, establish a scrupulous school spirit, teaching style and learning style, form a long-term mechanism of “all-round education by all and in the whole process”, consolidate the central position of teaching, and ensure the steady improvement of the quality of talent training, these Regulations are specially formulated.

Chapter I General Provisions

Article 1 Classroom teaching is the key point and basic form of undergraduate teaching in schools, and a critical part in the quality assurance system for talent training. The principle of teacher-led and student-oriented teaching should be implemented, and teachers and students should be fully motivated to take part in classroom teaching management and self-management.    

Article 2 Secondary schools and functional departments of teaching management shall be the guardians of the teaching order, and should be conscientious and responsible to fulfill their duties, educate students through management and services.

Chapter II Management of Classroom Teaching

Article 3 Teachers are the organizers and implementers of classroom teaching, and are directly responsible for the management of classroom teaching. Teachers should stick to the political, legal bottom and moral bottom line of classroom teaching, consciously abide by national laws, and be models of moral disciplines.

Article 4 In teaching, teachers should be full of spirit, dress properly and neatly (the prescribed clothes are required for experimental classes and practical classes), well-mannered, civilized in words and deeds, and conduct classroom teaching in a good teaching manner.

Article 5 Teachers should strictly abide by the schedules prescribed by the university, and should arrive at the course site 10 minutes in advance to ensure sufficient preparation time for teaching. Teachers should start and end classes on time, allocate classroom teaching time appropriately, and do not delay classes unless there are special circumstances. Teachers should turn off communication tools in class, not answer or make phone calls, not smoke, and not leave the teaching site at will during class.

Article 6 Teachers should strictly implement the school's classroom attendance system, educate and urge students to consciously abide by classroom discipline, and maintain classroom order. Teachers should adopt appropriate methods to educate students who do not obey classroom rules. Problems should be dealt with in a timely manner and reported to the school after class.

Article 7 Teachers should obey the teaching arrangements of the school and the university. It is strictly forbidden to adjust the curriculum without permission or ask other teachers to substitute for them. If a teacher has to adjust or substitute a class under special circumstances, the teacher should go through the formalities in accordance with the relevant regulations of the university, and can only adjust or substitute a class after approval. Any unauthorized adjustment or substitution of classes without approval shall be dealt with in accordance with the regulations of the school.

Article 8 Teachers must teach in strict accordance with the prescribed content and schedule, and must not arbitrarily increase or reduce class hours or change the teaching content. Teachers should prepare lessons carefully according to the requirements of the syllabus, scientifically design the content and methods of course assessment, and write detailed teaching plans before class.

Article 9 Teachers should adhere to the student-centered teaching concept, actively explore the reform of teaching methods, select classroom-teaching methods according to the course conditions, advocate heuristic teaching, highlight key points and solve difficulties. Teachers should pay attention to cultivating students' scientific thinking, analytical and problem-solving abilities, give practical lessons intensively, and pay attention to cultivating students’ practical operation and technical application and analytical abilities.

Article 10 Teachers should assign homework reasonably according to the nature of curriculum, carefully review and revise homework, carry out grade assessments; pay attention to communication and interaction with students in and out of class, and be good at stimulating students' learning initiative and creativity.

Article 11 Teachers should organize and carry out distinctive in-class Q&A and self-study tutoring work in accordance with regulations and the characteristics of course teaching.

Article 12 Teachers shall consciously accept peer observation and other teaching quality inspections arranged by teaching supervision experts, teaching management functional departments and the university. For the evaluation opinions given by leaders, experts, peers and students, it is necessary to carefully analyze with a positive attitude, take effective measures to improve classroom teaching methods, and strive to improve the teaching skills and performances.

Chapter III Management of Other Personnel

Article 13 No unit or individual has the right to arbitrarily occupy students' class time and assign students to participate in other activities. Without the approval of the Provost Office, no class may be suspended to participate in other activities.

Article 14 In the event of an emergency or unexpected situation in classroom teaching, teachers and teaching management personnel should take emergency measures first, and then investigate and deal with the causes of the incident.  

Article 15 The school logistics departments, teaching support departments and classroom management personnel of the schools shall perform their respective duties to ensure that the teaching places are in good sanitary condition, and that the teaching equipment and facilities are clean and intact, actively serve the classroom teaching work of the school, and shall not affect the normal teaching order by making excuses to each other.

Chapter IV Supplementary Provisions

Article 16 These provisions apply to the classroom teaching of the theory and technical subject, as well as experimental and practical courses of the whole university.

Article 17 These Regulations shall come into force in the first semester of 2019, and shall be interpreted by the Provost Office.


Code of Academic Conduct and Measures for Handling Violations of Shanghai University of Sport (Trial)

Chapter I General Provisions

Article 1 In order to maintain academic ethics, strictly enforce academic discipline, regulate academic behavior, prevent academic corruption, advocate an excellent style of learning that is practical and realistic, scientific and rigorous, honest and trustworthy, guide teachers and students to abide by academic norms and establish correct academic ethics, in accordance with to the provisions of national laws and regulations of the Ministry of Education, and according to the actual situation of our school, these Measures are formulated.

Article 2 These Measures shall apply to all teachers, students and faculty of our school, as well as other personnel who engage in scientific research, publishing writings and papers or publish scientific achievements in the name of Shanghai University of Sport, including our part-time staff, retirees, visiting scholars and those who are studying in our school, etc (hereinafter referred to as “teachers” and “students”).

Chapter II Basic Academic Norms

Article 3 In scientific research, teachers and students shall uphold the principles of good quality of pursuing studies, integrity and self-discipline, abide by relevant national laws, regulations and social morality, and observe the following basic academic ethics:

(1) Specifications for Academic Citation Citation should be used reasonably when writing papers, works or research reports. The introduction, comment, citation and annotation of the existing academic achievements should be objective, fair and accurate. The use of citations should focus on original literature and first-hand materials, and the citing of other people's opinions, plans, materials, data, etc., whether published or not, whether in paper or electronic versions, should be annotated in detail. Where references are cited, the source of the citation should be indicated.

(2) Specifications for Publication of Achievements Publication and release should be done through normal channels, such as academic conferences, academic journals approved by the National Press and Publication Administration (or international academic journals included in SCI, EI, etc.), publishing houses, and appraisal and acceptance organized by government authorities. All types of sponsored projects should be marked in full name, and the project level should not be changed at will. Significant scientific research achievements that should have been peer-reviewed but have not been reviewed shall not be released to the media.

(3) Specifications for Cooperative Signature The attribution of collaborative results shall be determined on the basis of their contribution to the production of academic results, except for those in accordance with the other signature conventions or agreed by the authors, but it shall also be in accordance with legal provisions. The results of collaborative research shall be reviewed by all signatories before publication, and all the signatories shall bear corresponding responsibilities for the works. The project leader (or the first author, corresponding author) shall be primarily responsible for the outcome.

The person in charge and the participants involved in the application and acceptance of the scientific research projects must be the personnel of actual implementation, academic guidance and experimental assistance. The use of other people's names and academic achievements shall be subject to their signature or authorization. The project leader is responsible for the project process and results.

The supervisor is the first person responsible for the review of postgraduate dissertations and academic papers (monograph). Academic papers published by students with Shanghai University of Sport as the author affiliation, regardless of the order of the supervisor's signature, must be reviewed and approved by the supervisor before publication.

(IV) Specifications for Academic Evaluation Academic evaluation should be based on academic value or social benefits, and no unrealistic evaluation should be made due to conflicts of interest or relationships. When introducing and evaluating one's own or others' academic achievements, one should fully grasp the situation and be comprehensive, objective, fair and accurate, and it is strictly forbidden to intentionally exaggerate or belittle the value of the achievements. It is not allowed to participate in activities such as achievement appraisal, dissertation review or dissertation defense irrelevant to its own professional field.

(V) Specifications for Academic Criticism Academic criticism should be strongly advocated, and free discussion, communication and academic contention among different academic viewpoints shall be actively promoted. Academic criticism should be academically centered, text-based, and convincing people by reasoning. Critics should properly exercise the right of academic criticism and assume corresponding responsibilities. The criticized has the right to counter criticism, but not to suppress or retaliate against the critics.

If any misconduct in violation of academic norms is found, the violators should be dissuaded and stopped. In serious cases, violators should be reported to the university in time. One should dare to fight against the bad academic atmosphere and maintain a good academic atmosphere.

(VI) Academic Ethics In research, the research subjects should be respected, the legitimate rights and interests of the research subjects should be consciously safeguarded, their privacy and the right to know should be respected. One should abide by local customs and respect the religious beliefs and behavioral habits of the research subjects. All research involving human and animal medical research and the application of related technologies shall be implemented in accordance with the relevant Articles in the Regulations of the Ethics Committee for Scientific Research of Shanghai University of Sport.

One should properly handle the actual direct, indirect or potential conflict of interest in scientific research activities, properly handle the relationship between researchers and the clients, the research team and other stakeholders, and shall not use scientific research activities to seek improper interests beyond the scientific research itself.

Chapter III Academic Violations

Article 4 Scientific research personnel of all kinds shall not commit any of the following academic violations:

(I) Plagiarism Passing off others' ideas, methods and achievements as one's own; when adopting or citing the research results of others, source of the citation is not indicated; citations used in published works constitute the main part or substantial part of the citing person's work; unauthorized use of academic information obtained during peer review or other reviews.

(II) Copying Using the published or unpublished works of others as one's own research results without attribution.

(III) Serious plagiarism Plagiarism of more than 20% of one's own papers, works or other research results.

(IV) Tampering with experimental data Deliberately ignoring experimental results, or even falsifying data, excluding errors of honesty or differences of honesty in interpreting or judging data.

(V) Forgery Failing to truthfully report academic experiences and achievements when submitting personal academic report; forgery of expert appraisals, certificates and other supporting materials of academic performance.

(VI) Improper Signature Signing one's name in a work published by another without participating in actual research or literary writing and without the consent or against the will of the original author; changing or altering the order of signature by improper means; publishing collaborative research results without the consent of the partner; misappropriating the signature in various academic activities without the consent of the signatory, etc.

(VII) Leakage of secrets Violating national laws and regulations on confidentiality or the university's confidentiality provisions, and leaking academic matters that should be kept confidential.

(VIII) Other behaviors that violate the academic ethics generally recognized by the academic community Including multiple submissions in newspapers and journals, improperly obtaining academic honors, slandering others, deliberately distorting others’ academic views, falsely reporting scientific research achievements, covering up (including but not limited to knowing that students plagiarized in academic dissertations or published papers without pointing out) and so on.

Chapter IV Investigation and Treatment of Academic Violations

Article 5 The Office of the Academic Ethics Committee of Shanghai University of Sport (set up in the Office of Scientific Research) shall be responsible for handling reports on violations of academic ethics, etc.

Article 6 The investigation and treatment procedures for academic violations shall be implemented in accordance with the articles in Chapter IV of the Regulations of the Academic Ethics Committee of Shanghai University of Sport.

Chapter V Measures for Handling Academic Violations

Article 7 According to the procedures stipulated in these Measures, the personnel who are found to have violated academic regulations shall be subject to academic and administrative punishment singly or concurrently depending on the seriousness of the circumstances and the consequences.

(I) Academic Punishment

1. Admonishment;

2. Education and transfer from research projects, and recover research grants;

3. Education and suspension of enrolling postgraduates for 1-3 years;

4. Education and suspension of submission or cancellation of postgraduate supervisor qualifications;

5. Education and not granting or revoking degrees by law;

6. Cancellation of professional and technical post application qualifications for 1 to 3 years and of higher-level professional and technical posts appointed to.

(II) Administrative Sanctions

Treatment will be in accordance with Provisions of Rewards and Punishments for Faculty of Shanghai University of Sport.

Article 8 For those who violate relevant laws and regulations and enter legal procedures, the university will cooperate with relevant departments to investigate and handle the situation, and will give academic punishments and administrative sanctions according to the circumstances.

Article 9 The punishment period for those who violate the regulations shall be specified in the punishment decision (usually two to five years). The treatment results of the academic violators shall be recorded in the personal file as one of the basis for the annual assessment.

Article 10 Violations of academic regulations shall be reported to relevant institutions in a timely manner, including funding institutions, funding sources, partner agencies, research partners, China Table Tennis College or secondary schools (units or departments) where the violator works, the editorial department of the journal, publishers, professional societies, the honorary awarding institutions, etc. that are related to violators.

Article 11 For those who have been dealt with due to academic violations, and have shown positive repentance and good performance during the treatment, they may submit a written application for early termination of the treatment, and the China Table Tennis College and the secondary schools (units or departments) where they belong to shall submit appraisal opinions to the Academic Ethics Committee of Shanghai University of Sport (hereinafter referred to as the “Committee”). The Committee shall report to the Dean's Office Meeting for deliberation within 15 working days after receiving the application, and shall promptly report review results to the China Table Tennis College and the secondary schools (units or departments) where the applicants belong to. If the Dean’s Office Meeting approves the application for early termination of treatment, the original benefits shall be resumed from the month following approval. At the end of the academic violation treatment period, if the academic violator has a deep understanding of the original mistakes and has not repeated similar mistakes or new violations after investigation, the original treatment will be automatically terminated, and the Committee will notify the relevant departments to restore their original benefits. Repeat offenders should be dealt with severely.

Article 12 Students involved in the violations listed in Article 4 of these Measures shall, depending on the seriousness of the circumstances and the consequences, be given criticism and education, be deprived of relevant academic honors, awards and other qualifications, and be given such punishments as warning, serious warning, recording of demerit, academic probation, school expulsion, etc.

The Office of Postgraduate Affairs or the Office of Student Affairs may separately formulate detailed implementation rules with reference to the relevant provisions of these Measures.

Chapter VI Supplementary Provisions

Article 13 The right to interpret these Measures belongs to the Academic Ethics Committee.

Article 14 These Measures have been approved by the Dean's Office Meeting, and shall come into force as of the date of promulgation. The original Regulations on Academic Violation Treatment for Teachers of Shanghai University of Sport (No.4, issued by the Office of the President and University Secretariat, SUS in 2020) and Code of Ethics in Scientific Research of Shanghai University of Sport (No.5, issued by the Office of the President and University Secretariat, SUS in 2020), shall be repealed simultaneously.
